A Regular Meeting of the Flushing City Council was called to order on Monday, November 12, 2001 at 7:30 p.m. by Clerk/Treasurer Nancy G. Parks, followed by the Pledge of Allegiance to the Flag and invocation.

OATH OF OFFICE:
The Oath of Office was administered to the Mayor and newly elected Council members by the City Clerk/Treasurer.

Election of Mayor Pro-Tem Motion by Johnson, seconded by Gault, to nominate Michael T. Szukhent as Mayor Pro-Tem.

Approval of Agenda Motion by Szukhent, seconded by Johnson, to approve the November 12, 2001 agenda with the following change: Presentations eliminate Flushing Firefighters and add FANG.

PRESENTATIONS:
FANG (Flint Area Narcotics Group) First Lieutenant Dan Atkinson, FANG Team Commander, provided an overview of FANG operations and purpose. FANG allows law enforcement agencies to combine their resources and talents and then dedicate specific manpower for the sole purpose of removing drug and drug trafficking related crimes from Genesee County homes and neighborhoods.

COMMUNICATIONS:
Genesee County Clerks Office Purchase of Optical Scanning System for Genesee County Motion by Johnson, seconded by Szukhent, to approve the Genesee County Clerks office request to release a request for proposal (RFP) to possible vendors to purchase an optical scanning system for voting.
Councilmembers expressed concerns over the reliability of optical scanning devices and also the problems some of the residents could have using a new voting system.

Resolution of Support Genesee District Library Motion by Johnson, seconded by Bade, to offer a resolution of support to the Genesee District Library in their attempt to merge with the Flint District Library to provide library services for all citizens in Genesee County.

Flushing Area Chamber of Commerce Request to Hold 18th Annual Flushing Community Candlewalk Motion by Szukhent, seconded by Bade, to approve the Flushing Area Chamber of Commerces request to hold the 18th Annual Flushing Community Candlewalk on December 6 and 7, 2001.

REPORTS:
Council Rules Motion by Gault, seconded by Szukhent, to make no changes to the current Council Rules. Section 3.6 of the Flushing City Charter states that the Council shall review the Council Rules on the first Monday following each regular election.

Appointments Motion by Bade, seconded by Johnson, to establish the rotation list for the appointment of members to boards and commissions as follows:
1. The Mayor; - Janice L. Gensel
2. The At Large councilmember elected at the general election preceding the most recent general election; - John C. Gault
3. The District I or II councilmember, who was elected at the general election preceding the most recent general election; - Michael T. Szukhent
4. The District III or IV councilmember, who was elected at the general election preceding the most recent general election; - Jay E. Johnson
5. The At Large councilmember elected at the most recent general election; - Teresa K. Salem
6. The District I or II councilmember, who was elected at the most recent general election; - Chris A. Girard
7. The District III or IV councilmember, who was elected at the most recent general election; and Richard L. Bade
8. Repeat the rotation beginning at number 1, above.
Once established, said rotating basis shall be followed until the next general election in an odd numbered year.
