A Regular Meeting of the Flushing City Council was called to order on Monday, January 14, 2002 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Approval of Agenda – Motion by Gault, seconded by Szukhent, to add Purchase of Real Property under Executive Session to the January 14, 2002 agenda.

MEETING OPEN TO THE PUBLIC:

 

Paulette Maloney, 629 Ashwood Drive – Mrs. Maloney, chairperson of the Teen Committee, provided an update on the activities of the committee and their budget request for fiscal year 2003.  She requested $4,500.00 for a motorized screen for Movies in the Park and $1,500.00 for miscellaneous expenditures.  She also requested training on the new sound equipment, and approval for the purchase of a laptop computer.

Elva Cook, 315 Sunnyside – spoke on various topics.

 

Cindy Hendrikson, 803 Chamberlain – addressed City Council.

 

Walter Skidmore, 515 Sunnyslope – Mr. Skidmore, chairperson of the Parks, Recreation, Environmental and Beautification Committee, provided an update of the committee’s activities.  The committee requested funds in the amount of $10,000.00 in the fiscal year 2003 budget.  The committee recommends the construction of a roof over the ice rink.  The committee recommended the appointment of Walter Skidmore, Margaret Meehle and Calvin Baker to the Parks, Recreation, Environmental and Beautification Committee.

 

CONSENT AGENDA – Motion by Szukhent, seconded by Girard, to approve the consent agenda, City Council Minutes (December 10, 2001 Regular Meeting), City Council Minutes (December 21, 2001 Special Meeting) and January 14, 2002 Council Bills List.

COMMUNICATIONS:

 

Annual Michigan Municipal League Legislative Conference – Motion by Szukhent, seconded by Gault, to approve the attendance of Mayor Gensel, Councilpersons Girard and Johnson and a youth delegate at the Annual Michigan Municipal League Legislative Conference on March 20, 2002.

REPORTS:

 

Council Rules – Amendment to Rule 11 – The City Council adopted a revision to Rule 11, Appointments of Boards and Committees Established by Charter or Ordinance.

            The rule was modified as follows:

 

A – 2   The first paragraph was changed to identify the boards and committees for which persons are required to be filled.  The previous language established the listed boards as the basis for the rotation.

 

A – 3   This section was added to establish a new method for which each member of the Council, on a rotating basis, appoints members of the City boards as they become available.

 

Energy Evaluation Report – In May of 2001, the Michigan Department of Consumer and Industry Services agreed to provide the City of Flushing with an Introductory Energy Evaluation Report.  That report identifies measures that could be taken to conserve energy use throughout municipal buildings and infrastructure.

 

            The report was prepared after a walk-through inspection and a utility data analysis.  The report indicates energy use at the City of Flushing buildings is below average.  The greatest saving opportunities appear to be lighting upgrades, timers and high bay heating equipment retrofit at the Fire Station and Department of Public Works.

 

            The engineering firm that provided this report recommends the completion of a more technical energy analysis in order to provide the necessary data to implement an energy efficient project that includes various project cost, annual savings, and payback projections.

 

            As many of the improvements may be implemented in the near future, recommendations will be presented to the City Council for required action.

 

Open Meetings Act Program – Motion by Gault, seconded by Szukhent, to approve the expenses incurred by Councilperson Salem at the Open Meetings Act program in Novi, Michigan on January 16, 2002.

City Manager Review Committee – Motion by Johnson, seconded by Szukhent, to accept the City Manager Review Committee’s report and approve a salary increase commensurate with the 2001 increase awarded administrative and union personnel.

City Architect – In anticipation of completing several items included on the Capital Improvements Program list, the City will require the services of a professional architect to evaluate structures, prepare drawings and provide cost estimates for the proposed projects.  The items include the design of a pavilion roof over the ice rink, inspection and evaluation of the old fire hall on Maple Street, inspection and evaluation of the current City Hall structure, the design of a new Police Station and City Hall, and an evaluation of Tucker Memorial Pool.

 

City Architect – Motion by Szukhent, seconded by Johnson, to add the responsibility of reviewing firms that are identified by the purchasing agent after a qualified based selection process is completed and making a hiring recommendation to the City Council to the Engineering Services Review Committee.

ORDINANCES:

 

Streets and Sidewalks – Motion by Szukhent, seconded by Bade, to move Ordinance No. 99 Streets and Sidewalks to first reading.  This ordinance allows local regulation and enforcement of work that is done within the city rights-of-way, and for the clean up of debris that is tracked into the right-of-way by property and permit holders.

OLD BUSINESS:

 

International Property Maintenance Code – At the December 10, 2001 City Council meeting, the International Property Maintenance Code was introduced for consideration.  That code establishes minimum regulations governing the conditions and maintenance of all property, buildings and structures, by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use, and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures.

 

            After a discussion of the code, the city attorney was requested to research the necessity of adopting the code in its entirety, or allowing a modification to the code as printed.  The city attorney has researched this issue and has indicated that modification can be made to the International Property Maintenance Code.

 

            The city manager will return to the Planning Commission in an attempt to modify the language contained in the document in order to serve the needs of Flushing city.
