Minutes
A Regular Meeting of the Flushing City Council was called to order on Monday, March 11, 2002 at 7:30 p.m. by Mayor Janice L. Gensel followed by the Pledge of Allegiance to the Flag (several Girl and Boy Scouts from the audience led the Pledge) and invocation.

Approval of Agenda – Motion by Johnson, seconded by Szukhent, to approve the March 11, 2002 agenda as presented.

MEETING OPEN TO THE PUBLIC:
Elva Cook, 315 Sunnyside addressed City Council.
Proclamation – Girl Scout Week (March 10, 2002) – The Mayor presented a proclamation to the Girl Scout Fair Winds Council.
Fay Peek, Chief of Police – Traffic Orders – Chief Peek presented a report explaining how and why traffic orders are issued in the City of Flushing.
Consent Agenda – Motion by Szukhent, seconded by Bade, to approve the consent agenda, City Council Minutes (February 25, 2002 Regular Meeting), City Council Minutes (February 25, 2002 Closed Session) and March 11, 2002 Council Bills List.

REPORTS:
Capital Improvement Program – Motion by Szukhent, seconded by Bade, to set a joint meeting of the City Council, Planning Commission, Teen Committee and the Parks, Recreation, Environmental and Beautification Committee for Monday, April 29, 2002 at 7:00 p.m. to discuss the Capital Improvement Program.

City Architect – Motion by Gault, seconded by Szukhent, to accept the recommendation of the Architectural Review Committee and enter into an agreement with the firm of THA Architects.

Building Inspection/Regional Inspection, LLC – Mr. Gerald Hall of Regional Inspection attended the City Council meeting in order to discuss the 2001 Building Permit Report. Regional Inspection succeeded the contract for building services for Rowe, Inc. as of June 2001. In addition to the construction of the Wenzlick warehouse structure on Industrial Drive, and the courthouse construction, the city issued permits for twenty-one (21) new residential dwellings, and one-hundred thirteen (113) permits for fences, re-roofs, and miscellaneous additions.
Mr. Hall is offering to continue the services for Building Official/Inspector and Plan Review, in addition to building code enforcement.
The City Attorney is currently reviewing the proposed contract and fee schedule.

Request to Re-Zone – 1601 Cedarwood Drive – Motion by Gault, seconded by Szukhent, to set a public hearing on an application to re-zone 1601 Cedarwood Drive for Monday, April 8, 2002 at 7:30 P.M. at City Hall, 309 E. Main Street, Flushing, Michigan.

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268 to go into closed session to consider the purchase or lease of real property and to consider the option to purchase or lease real estate.

Purchase of Real Property – Motion by Szukhent, seconded by Bade, to authorize the Clerk and Mayor to sign a purchase agreement for property discussed in the closed session.
