A Regular Meeting of the Flushing City Council was called to order on Monday, April 8, 2002 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag.

PUBLIC HEARINGS:

 

Re-Zoning Request – 1601 Cedarwood Drive – An application was received requesting a re-zoning of 1601 Cedarwood Drive from R3-C (High Density Residential District) to an R-2 (Two-Family Residential) classification.

 

            The applicant requested this re-zoning for the purpose of constructing “duplex single family residential” homes.  The current zoning of the parcel is R3-C.  Although a duplex is permitted in R3-C, the R-2 zoning would allow for smaller side yard and rear yard setbacks.  The increased setback requirements for the R3-C district are typically established for larger types of multiple residential developments.

 

            The City of Flushing Master Plan’s Future Land Use map identifies this property for Medium Density Residential use, which is consistent with this application.

 

            The Flushing Planning Commission held a public hearing on March 4, 2002 and unanimously recommended that City Council approve this request.

 

            The Mayor opened the public hearing to the public.  Elva Cook, 315 Sunnyside, addressed City Council relative to the re-zoning request.

 

            The Mayor closed this portion of the public hearing.

 

Re-zoning – 1601 Cedarwood Drive – Motion by Szukhent, seconded by Gault, to move to first reading of an ordinance change to re-zone 1601 Cedarwood Drive from R3-C to R-2 (Two-Family Residential).

COMMUNICATIONS:

 

A & W Restaurant – 2002 Cruise Nite Series – Motion by Szukhent, seconded by Gault, to approve the A & W Restaurant’s request to hold their 2002 Cruise Nite Series.

Building Inspector’s Contract – Motion by Szukhent, seconded by Gault, to approve a contract for construction code inspection and enforcement between the City of Flushing and Regional Inspection, LLC.

Building Permit Fees – Motion by Gault, seconded by Szukhent, to adopt the resolution establishing a building permit fee schedule.

 

Residential Fees

 

$1                    to         $10,000           $50 plus $10 per $1,000 over $1,001

$10,001           to         $100,000         $140 plus $5 per $1,000 over $10,001

$100,001         and up                          $590 plus $4 per $1,000 over $100,001

 

Commercial Fees

 

            $1                    to         $10,000           $60 plus $10 per $1,000 over $1,001

            $10,001           to         $100,000         $150 plus $7 per $1,000 over $10,001

            $100,001         and up                          $780 plus $5 per $1,000 over $100,001

 

Fees Not Covered by Permit

 

- Residential plan review on units 3500 sq. ft. or less are included in permit fee.

- Residential plan review fee for one and two family units over 3500 sq. ft. and multiple family units………………$.0013 per $1 of value of construction

2002-2003 Budget – Motion by Gault, seconded by Szukhent, to set a public hearing date on the 2002-2003 budget for Monday, April 22, 2002 at 7:30 p.m. at City Hall, 309 E. Main Street, Flushing, Michigan.

            Nay:     None

            Motion Carried.

 

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268(d) to go into closed session to consider the purchase or lease of real property and to consider the option to purchase or lease real estate.
