A Regular Meeting of the Flushing City Council was called to order on Monday, April 22, 2002 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Excused Absence Motion by Szukhent, seconded by Gault, to excuse the absence of Councilperson Bade from the April 22, 2002 meeting.

PRESENTATIONS:
Proclamation Law Day 2002 The Mayor presented a proclamation acknowledging Law Day 2002. Attorney Henneke expressed his regard for the law system in our country.
CONSENT AGENDA Motion by Gault, seconded by Girard, to approve the consent agenda, City Council Minutes (April 8, 2002 Regular Meeting), City Council Minutes (April 8, 2002 Closed Session) and April 22, 2002 Council Bills List.

HEARINGS:
2002-2003 FY Proposed Budget The Mayor opened the hearing on the 2002-2003 FY proposed budget to the public.
Elva Cook, 315 Sunnyside, commented on the proposed budget.
The Mayor closed this portion of the public hearing.
The City Manager provided an overview of the proposed budget.
General Fund Revenues
- Property taxes increased $61,200 due to increased SEV.
2002 SEV: Real Property 190,470,382
Personal Property 7,460,800
- State Shared Revenue decreased $75,900 due to a decrease in the state shared revenue distribution.
- Garbage Collection Fee - $175.00 per household.
- Rents Royalties Increase in Comcast franchise fee from 3% to 5%.

- General salary and fringe benefit increases.
Increases in all medical/dental premiums are anticipated.
- Decreased from 2001-2002 amount used for real estate purchases.
- Public Works - $25,000 sidewalk repair and replacement (reduced from $50,000 in 2001-2002).
- Morrish Road Culvert - $130,000
- Appraisal software for Assessor - $6,000
- Fire Department
Vehicle Exhaust Removal System $22,000
Furnace and Air Conditioner $30,000
Drain System $ 3,000
- Tax Revenues increased - $30,000 4%

The 2002-2003 fiscal year budget was prepared at a level which maintains the current General Operating levy of 7.0020 mills, and Capital Improvement levy of 3.5914 mills.
The budget will be considered at the May 13, 2002 City Council meeting.

Sloan Museum Summer Auto Fair Cruise Motion by Girard, seconded by Gault, to allow the Sloan Museum Summer Auto Fair Cruise on June 21, 2002.

2002 Proposed Tax Levy In order to fund the Citys proposed 2002-2003 general operating budget, and the capital improvement street project, the proposed millage rates for the 2002 levy are:

This rate is a reduction of .5000 mills from the 2001 tax levy due to the retirement of debt.

ORDINANCES:
Rezoning 1601 Cedarwood Drive Motion by Szukhent, seconded by Johnson, to move to second reading and adoption the rezoning of 1601 Cedarwood Drive from R-3C (High Density Residential District) to an R-2 (Two-Family Residential) classification.

Zoning Ordinance and Maps The revised zoning ordinance as recommended by the Planning Commission was presented for consideration by the City Council. The zoning map has been updated to reflect changes City Council has approved since the last map update. The City Manager reviewed some of the changes that the Planning Commission made to the Zoning Ordinance. The Ordinance will be on the May 13, 2002 City Council agenda for consideration and first reading.
