A Regular Meeting of the Flushing City Council was called to order on Monday, August 12, 2002 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Flint River Watershed Coalition – Request to Conduct the Flint RiverFest in Riverview Park – Motion by Szukhent, seconded by Gault, to approve the Flint River Watershed Coalition’s request to hold the Flint RiverFest in Riverview Park on Saturday, September 21, 2002.

Michigan Municipal League – Annual Meeting – Motion by Szukhent, seconded by Girard, to designate Mayor Gensel as the voting delegate and Councilperson Bade as the alternate at the MML Annual Meeting September 11-13, 2002.

Municipal Employees’ Retirement System Annual Meeting – Motion by Szukhent, seconded by Gault, to adopt the certification form with Joretta Roy as the employee delegate and Verna LaMay as the employee alternate to represent the city at the Municipal Employees’ Retirement System annual meeting and to authorize the City Manager, Dennis J. Bow, to represent administration.

Community Development Block Grant Signature Cards – Motion by Gault, seconded by Bade, to authorize Nancy G. Parks, City Clerk/Treasurer, and Dennis J. Bow, City Manager, to request reimbursements from the Community Development Block Grant Program.

Small Cities Resolution – State Shared Revenue – Motion by Szukhent, seconded by Girard, to adopt the Small Cities Resolution supporting the override of Governor Engler’s veto of State Shared Revenue distributions to municipalities.

REPORTS:

 

Ron Campbell, City Architect – City Hall/Police Department and 309 E. Main Street Renovation - Mr. Ron Campbell, Architect, THA Architects/Engineers, provided a presentation encompassing an existing facilities evaluation (City Hall) and a space needs analysis for a new City Hall and Police Station.  The presentation addressed the physical and code deficiencies of the existing City Hall; the feasibility the existing facilities can provide in housing the city administrative and police department functions; recommended development guidelines that would best insure the preservation and adaptive use of this historic community landmark; recommended development guidelines to be insure convenient and efficient delivery of city administrative services to the public; recommended development guidelines to best insure safe, efficient and convenient delivery of police services to the public; and developed general cost estimates for the specific items listed.

 

Michigan Municipal League Convention – Motion by Girard, seconded by Gault, to authorize Mayor Gensel and Councilpersons Bade and Johnson (or alternate) to attend the MML Convention held on September 9-13, 2002 in Dearborn.

City Manager Contract – Motion by Girard, seconded by Gault, to delete the automobile lease reference from the city manager’s contract and allow for an automobile allowance to a maximum of Three Hundred ($300.00) Dollars per month.

ORDINANCES:

 

Nuisance (Noxious Weeds and Refuse) Ordinance Amendment – Motion by Szukhent, seconded by Gault, to move to first reading the amendment to Ordinance No. 96 – Nuisance (Noxious Weeds and Refuse) Ordinance.

            Nay:     None

            Motion Carried.

 

OLD BUSINESS:

 

Zoning Ordinance – Changes to the proposed Zoning Ordinance were discussed.  Some of the issues discussed were:  1)  Site plan requirements for preexisting sites, and 2)  Historical structures and sites/nonconforming structures.  First reading of the Zoning Ordinance will be at the August 26, 2002 meeting.
