A Regular Meeting of the Flushing Planning Commission was called to order by Chairperson   Robert Matsko on July 1, 2002 at 7:30 P.M. at City Hall.

Old Business:           PUBLIC HEARING – SITE PLAN & SPECIAL USE PERMIT

          MOTION by Gault, supported by Bueche, to amend/approve both the special use

                   permit and site plan subject to a Zoning Board variance for the green belt

                   requirement. (To keep the property as it exists now and not require

                   an additional ten feet of green space.)

          Motion carried.

 

          MOTION by Gault, supported by Bueche, to amend/approve both the special use

                   permit and site plan subject to the Zoning Board variance for the required

                   obscuring fence to the east of the parking area.

          Yea: 7

          Nay: 0

          Motion carried.

 

Discussion:

• Mr. Fox, Owner of 730 E. Main Street, asked the Commission to clarify the wording on a site plan/special use approval to be subject to two variance approvals. (For a green belt and obscuring fence.)
• Mr. Johnson asked Mr. Fox about the “cross hatch” lines drawn on the site plan.  Mr. Fox stated these lines were not put on the plan by him and he believes that administration put these on to show the required green belt areas.
• Mr. Johnson said he believes the implications of Mr. Piggott’s letter is that the Planning Commission can amend a site plan/special use permit.
• Mr. Johnson questioned what a “green belt” should consist of; should it be grass or other materials.
• A fifteen-foot grass area does exist on the site, however it is in the right of way area.
• Mr. Gault stated he would make a motion to approve this site plan/special use permit to allow Mr. Fox to maintain his business as it presently exists.

• Mr. Gault stated he would make a second motion as a recommendation to the Zoning Board of Appeals regarding the fence requirement.  He believes the fence requirement is to protect residential homes from lights from cars.  No homes are located in the wooded area to the east of the parking area.
