A Regular Meeting of the Flushing City Council was called to order on Monday, January 27, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

COMMUNICATIONS:
City Hall/Police Station – The City Manager presented several designs for the exterior of the proposed City Hall/Police Station. Council requested cost estimates of various designs.
REPORTS:
Riverview Park Pavilion Use Policy – A proposed policy was developed in 2002 for the use of the Riverview Park pavilions and was requested to be reviewed by the Parks, Recreation, Environmental and Beautification Committee for their consideration and recommendation. That committee reviewed the policy with a recommendation for approval.
The original proposed policy was revised to include a schedule that allows city residents to reserve pavilions within twelve months of their anticipated rental date. Non-residents are allowed to use the pavilions with a two-week application period in advance of their anticipated rental date.
Rental fees were recommended to be set at a $25.00 fee for city residents and a $75.00 fee for non-residents in order to pay for the cost of maintenance and recover the construction cost of the facilities.
Riverview Park Pavilion Use Policy – Motion by Szukhent, seconded by Bade, to accept the Riverview Park Pavilion Policy with the following changes: deleting a deposit requirement and adding language regarding the prohibition of alcohol in the park.

Resolution – Transportation Improvement Plan – Flushing Trailway – Motion by Salem, seconded by Szukhent, to adopt Resolution No. 03-0127 submitting a trail segment into the TIP for funding under the Transportation Equity Act for the twenty-first century.

Teen Committee – At the January 13, 2003 City Council meeting, a request was made to consider revisions to Ordinance No. 38. Committee Ordinance, as it pertains to the Teen Committee. The request included revisions to the ordinance text in order to consider one of two ideas:
1. The first idea was to consider making the Teen Committee a sub-committee of the Parks, Recreation, Environmental and Beautification Committee. This could be done by repealing Section 2, (B), 2, of the existing ordinance and adding the title of “Teen” to Section 2, (B), 1, or by requesting the Parks, Recreation, Environmental and Beautification Committee to establish a sub-committee to work as the “Teen Committee.”
2. Another idea was proposed to consider revising the responsibility of the Teen Committee into a committee that is responsible for developing a “Youth Council.” A change to the committee ordinance might be made as follows:
“Section 2 (B) 2 – Teen Committee
This committee shall work to develop a Flushing Youth Council that will be responsible for making recommendations to the Flushing City Council, including activities and facilities to improve the City. The Youth Council may implement such activities and programs as approved by the City Council.” The former Section 2, (B), 2, of the committee ordinance would be repealed.
If either one of these revisions to the ordinance is acceptable to the City Council, Ordinance Number 38 would require two readings for changes and adoptions. The appointments listed on the agenda for the Teen Committee and the Parks, Recreation, Environmental and Beautification Committee will be made after the revisions are completed.
