A Regular Meeting of the Flushing City Council was called to order on Monday, April 14, 2003 at 7:30 p.m. by Mayor Janice L Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Proclamation – Lucy Ham – City Council presented Lucy Ham with a proclamation in appreciation of her donation of a bronze statue in Cornwell Park.

Proclamation – Law Day – City Council presented to the Michigan Bar Association a proclamation in honor of Law Day 2003 which is May 1, 2003.

 

CONSENT AGENDA – Motion by Girard, seconded by Gault, to approve City Council Minutes (March 24, 2003 Regular Meeting), April 14, 2003 Council Bills List.

COMMUNICATIONS:

 

A & W Restaurant – 2003 Cruise Nite Series – Motion by Girard, seconded by Gault, to approve the A & W Restaurant’s request to hold their 2003 Cruise Nite series.

            Nay:     None

            Motion Carried.

 

REPORTS:

 

Sewer Line Easement Request – Motion by Gault, seconded by Girard, to allow the use of city equipment to investigate the condition of the manhole and sewer line at 526 Chamberlain, with the property owners’ consent, and report back to council by the first meeting in June 2003.  Such report should detail any deficiency in the condition of this infrastructure with current code requirements of our sewer system.

7:55 p.m. – Councilperson Szukhent arrived.

 

2003 Street Paving Program – Design and Construction Engineering Proposal – Motion by Gault, seconded by Girard, to approve the paving of:

 

            Primrose                       -           entire length

            Thornhill                       -           entire length

            Oak Street                   -           entire length

            Arthur Street                -           entire length     

            Fountainview                -           Misty Morning to 200’ west of Misty Morning

            S. McKinley                 -           River Road to south city limits

            River Bend/Morrish      -           entire length

 

            and Rowe Incorporated’s Design and Construction Engineering Proposal for the 2003 Street Paving Program.  Design engineering is $24,890.00 and construction engineering is $46,100.00.

2003 Street Paving Program – Motion by Johnson, seconded by Gault, to amend the original motion to include an opportunity for Morrish and River Bend residents to self-assess for curb and gutter if so desired, if not, the street will be paved as part of the 2003 program.

2003 Street Paving Program – Motion by Gault, seconded by Girard, to approve the original motion for the 2003 paving project.

            Motion Carried.

 

Mosquito Control – Motion by Gault, seconded by Salem, to send a resolution to Genesee County and the State of Michigan supporting a county-wide or region-wide mosquito control program and asking for assistance in this undertaking.

            Motion Carried.

 

ITEMS FOR FUTURE PUBLIC HEARINGS:

 

2003-2004 Budget – Motion by Szukhent, seconded by Johnson, to set a public hearing on the 2003-2004 proposed budget for Monday, April 28, 2003 at 7:30 p.m. at City Hall, 309 E. Main Street, Flushing, Michigan.

            Nay:     None

            Motion Carried.

 

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268(b) to go into closed session to consider the purchase or lease of real property and to consider an option to purchase or lease real estate.
