A Regular Meeting of the Flushing City Council was called to order on Monday, April 28, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Elva Cook, 1459 Flushing Road, addressed City Council.
PRESENTATIONS:
Kathy Wyrosdick, Birchler Arroyo Associates, Inc. presented the Downtown Master Plan. The plan focused on a market-driven retail based framework. The project consisted of a character review of the downtown area, evaluation of the mix of businesses in the downtown area, a business owner/merchant workshop, a retail market analysis and recommendations for land use/zoning and of organizational initiatives. The project was funded through Community Development Block Grant funds, City of Flushing and Flushing Chamber of Commerce.

Downtown Master Plan – Motion by Gault, seconded by Szukhent, to accept the Downtown Master Plan prepared by Birchler Arroyo Associates, Inc.

REPORTS:
2003-2004 FY Proposed Budget – The City Manager provided an overview of the 2003-2004 proposed budget. The Mayor opened the public hearing to the audience for comments and discussion.
Elva Cook, 1459 Flushing Road, addressed several areas of the budget.
The Mayor closed this portion of the public hearing.
2003-2004 Fiscal Year Budget – Motion by Szukhent, seconded by Gault, to adopt the 2003-2004 Fiscal Year budget as presented.

Computerized Tax Roll – Motion by Szukhent, seconded by Salem, to authorize the use of a computerized data base as the tax roll and to authorize the Treasurer and Assessor to complete and sign the “Request for Approval of Computerized Tax Roll” form to be forwarded to the Michigan State Tax Commission and State Treasurer.

Public Road Dedication – Motion by Gault, seconded by Szukhent, to adopt Resolution No. 03-0428-A accepting Industrial Drive into the Flushing local street system for the purpose of obtaining funds under Act 51, P.A. 1951 as amended.
