A Regular Meeting of the Flushing City Council was called to order on Monday, May 12, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

OPEN TO THE PUBLIC:
Elva Cook (1459 Flushing Road) and Barry Wolf, candidate for Genesee County Prosecutor, addressed City Council.
PRESENTATIONS:
Fire Chief Ron Downing discussed a grant he has applied for to purchase an exhaust system for the fire station and the subject of open burning.
CONSENT AGENDA Motion by Szukhent, seconded by Bade, to approve City Council Minutes (April 28, 2003 Regular Meeting) and May 12, 2003 Council Bills List.

G.F.W.C. Flushing Womens Club Motion by Bade, seconded by Gault, to approve the Flushing Womens Club request to use Riverview Park and the Bandshell for the 37th Annual Art In The Park on June 7, 2003.

Reschedule May 26, 2003 City Council Meeting Motion by Gault, seconded by Szukhent, to reschedule the May 26, 2003 Council meeting to Wednesday, May 28, 2003 at 7:30 p.m.

Summer Hours Motion by Gault, seconded by Salem, to change the work week hours for City Hall employees to allow for a nine-hour work day Monday through Thursday, from 8:00 a.m. to 5:30 p.m., and a four-hour work day on Friday from 8:00 a.m. to 12:00 p.m.

9-1-1 Tower Lease Motion by Szukhent, seconded by Gault, to approve a lease agreement for a 9-1-1 tower, subject to these conditions: 1) the site selected would require a survey, 2) the terms of the lease agreement will require legal review, and 3) a satisfactory site plan would need to be approved by the Planning Commission in accordance with zoning ordinance provisions.

2003 Proposed Tax Levy Motion by Szukhent, seconded by Gault, to adopt resolution (03-0512) lowering the Capital Improvement Levy and setting the following 2003 millage rates: General Operating, 7.002; Capital Improvement, 3.0914; total 10.0934.

PURCHASES:
Radiant Heat System Bids Motion by Bade, seconded by Gault, to accept the proposal to install a radiant heat system at the fire hall from Fralick and Sons, Inc. Heating and Cooling of Flushing, Michigan, in the amount of $8,400.00.

Closed Session Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act, compiled laws 15.268(c) to go into closed session to consider strategy connected to the negotiation of a collective bargaining agreement.
