A Regular Meeting of the Flushing City Council was called to order on Wednesday, May 28, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Addition to Agenda – Motion by Szukhent, seconded by Johnson, to add Appointment to Open Burning Committee under Appointments.

            Nay:     None

            Motion Carried.

 

Approval of Agenda – Motion by Szukhent, seconded by Bade, to approve the agenda for the May 28, 2003 meeting as amended.

            Motion Carried.

 

MEETING OPEN TO THE PUBLIC:

 

Ron Vanhoose, 210 N. Beech Street, and Elva Cook, 1459 Flushing Road, and Margaret Buehler, 181 Circle Drive, addressed City Council.

 

CONSENT AGENDA – Motion by Szukhent, seconded by Salem, to approve City Council Minutes (May 5, 2003 Special Meeting), City Council Minutes (May 12, 2003 Regular Meeting), City Council Minutes (May 12, 2003 Closed Meeting) and May 28, 2003 Council Bills List.

REPORTS:

 

Parcel Maintenance Agreement – Genesee County – Motion by Bade, seconded by Gault, to authorize the Mayor and Clerk/Treasurer to sign a parcel maintenance agreement between the City of Flushing and Genesee County.

 

            Yea:     Bade, Gault, Johnson, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

APPOINTMENTS:

 

The four (4) applicants, Ron Bacon, Rob Kehoe, Ray Peck and Joe Snell, for the District 2 – Council vacancy, each gave a brief presentation.

 

Council Appointment – Motion by Szukhent, seconded by Johnson, to determine the appointment process for the District 2 – Council vacancy.

 

            The process involved each member ranking the applicants on a scale of one to four.  The clerk tallied the results and announced the candidate with the most points.

 

            Yea:     Bade, Gault, Johnson, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

Council Appointment – Motion by Szukhent, seconded by Salem, to confirm the appointment of Raymond Peck to fill the District 2 – Council vacancy until November 4, 2003.

 

            The Clerk administered the oath of office to Raymond Peck.

Open Burning Policy Committee – Motion by Szukhent, seconded by Bade, to confirm the appointment of Councilpersons Salem and Johnson and Mayor Pro-Tem Szukhent, to an Open Burning Policy Committee.  The committee will be dissolved following the committee’s report to Council.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268(c) to go into closed session to consider strategy connected with negotiations of a collective bargaining agreement.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.
