A Special Meeting of the Flushing City Council was called to order on Wednesday, June 25, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

MEETING OPEN TO THE PUBLIC: No comment.
Teen Committee – The Mayor stated that the reason for the Special Meeting was because the Movie in the Park was cancelled on Saturday night, June 21st. The Mayor then addressed the Teen Committee with questions regarding the cancellation.
The first question asked was, “Who made the decision to cancel the movie?” Mr. Walt Skidmore stated he made the decision. The Mayor’s next question was why the movie was cancelled. Mr. Skidmore responded that it was because of lack of communication. He stated that the policy was changed after funds had already been solicited.
The Mayor next asked who put the sign up and at what time. Mr. David Lewicki stated that he posted the sign between 7:15 and 7:30 p.m.
The Mayor then asked how many people know how to run the projector. Mr. Skidmore responded – three.
The Mayor voiced her concern over not being notified of the cancellation. The Mayor said that she agreed with Mr. Skidmore in that communication is everything, and that was her purpose in calling this meeting, to increase communication between the Council and the Teen Committee. The Mayor stated that, according to the By-Laws, the Committee should come to Council with their plans, recommendations, and budgets for the future. If the Committee wants a Council member to attend their meetings, they should request this from Council. The Mayor stated that she never wanted a movie to be cancelled again except for rain. No political reasons or politics should enter into a decision to cancel a movie.

The Council reviewed a schedule of costs pertaining to the Movies in the Park program. The schedule detailed equipment purchases made for the program totaling $31,482.34.
The Mayor asked if the committee was planning on being part of showing the movie this Saturday night. Mr. Skidmore asked for a recess.
Recess – Motion by Johnson, seconded by Bade, to recess.

The committee recessed from 8:17 p.m. to 8:25 p.m.
Mr. Skidmore said he had four things he would like to ask, 1) do the Council members receive the minutes of the Teen Committee meetings, 2) he asked for a breakdown of the $30,000 expense that they are suppose to have incurred, 3) asked if the Mayor would appoint a member of the Council as a liaison to the Teen Committee. Mr. Skidmore said that the committee would complete the entire season.
Councilperson Bade expressed an interest in being appointed as the Council liaison to the Teen Committee.
