A Regular Meeting of the Flushing City Council was called to order on Monday, July 14, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

COMMUNICATIONS:

 

2003 River Fest Project – Motion by Szukhent, seconded by Johnson, to permit the Flint River Watershed Coalition to hold their River Fest Project in Riverview Park on September 20, 2003 from 8:00 a.m. until 5:00 p.m.

            Motion Carried.

 

Michigan Municipal League (MML) Convention – Notification was received from the Michigan Municipal League announcing the annual meeting to be held September 17-19, 2003 in Detroit at the Renaissance Center.  The City Manager asked those Council members interested in attending to contact his office.

 

Michigan Municipal League (MML) – A communication from the Michigan Municipal League was received requesting that Council designate a voting delegate and alternate to the annual meeting to be held September 17-19, 2003.  The Council will make the designation at a future meeting.

Sanitary Sewer – 526 Chamberlain – Motion by Johnson, seconded by Szukhent, to remove the item – Sanitary Sewer – 526 Chamberlain, from the agenda.

            Nay:     None

            Motion Carried.

 

Sanitary Sewer – 526 Chamberlain – Motion by Johnson, seconded by Bade, to accept the 115’ of sewer pipe and replacement of that same sewer pipe from the main interceptor north to the main manhole as located on 526 Chamberlain along with a legally executed easement for that infrastructure that is acceptable to the City Attorney, subject to the separation by the homeowner of the sanitary sewer line and storm sewer lines that serve 526 Chamberlain.

Preliminary Report – Recreational Burning – Councilperson Johnson presented a report from the Recreational Burning Committee.  The report will be reviewed by the City Attorney and an ordinance amendment will be presented to Council at a future meeting.

 

BID/AWARD PURCHASES:

 

2003 Street Paving Project – Motion by Bade, seconded by Szukhent, to accept Lois Kay Contracting’s bid for the 2003 Street Paving Project in the amount of $421,507.11.  The Paving Project encompasses:

 

            Primrose                       -           entire length

            Thornhill                       -           entire length

            Oak Street                   -           entire length

            Arthur Street                -           entire length

            Fountainview                -           Misty Morning to 200’ west of Misty Morning

            S. McKinley                 -           River Road to south City limits

            River Bend/Morrish      -           entire length

Sidewalk Bids – Motion by Gault, seconded by Peck, to award the 2003 sidewalk project to J.W. Concrete Finishing, Montrose, Michigan, at a rate for removal and replacement of $4.50 for 4 inch and $5.75 for 6 inch, and at a rate of $2.75 for new 4 inch, $3.90 for new 6 inch, and $8.00 per linear foot for curb cut.

            Nay:     Johnson

            Motion Carried.

 

ORDINANCES:

 

Re-Zone 247 Lynn Street – Motion by Johnson, seconded by Gault, to move to first reading an ordinance amendment to re-zone 247 Lynn Street from R-1 (Single Family Residential) to R-2 (Two Family Residential).

 

            Yea:     Bade, Gault, Johnson, Peck, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act Compiled Laws 15.268(d) to go into closed session to consider the purchase or lease of real property and to consider the option to purchase or lease real property.

            Nay:     None

            Motion Carried.
