A Regular Meeting of the Flushing City Council was called to order on Monday, August 25, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

REPORTS:
Michigan Municipal League (MML) Annual Meeting – Motion by Bade, seconded by Gault, to approve Mayor Gensel and Councilperson Johnson’s request to attend the Michigan Municipal League’s Annual meeting September 17-19, 2003.

Personnel Policies – Motion by Szukhent, seconded by Salem, to modify the Personnel Policy, Employee Fringe Benefits in accordance with the following:
1. Section H, Health and Welfare - The PPO option and the HMO option be retained, and the comprehensive major medical program with the $5.00 co-pay prescription drug rider be eliminated.
2. Section H, Health and Welfare - currently provides for a five dollar ($5.00) prescription rider. In place of the $5.00 co-pay prescription drug rider, I would recommend a ten dollar ($10.00) co-pay be provided for all generic drugs and a twenty dollar ($20.00) co-pay be provided for brand name drugs.
3. Section H, Health and Welfare - Premiums for health insurance for spouses and eligible dependents of retired employees be paid by the city in accordance with the following schedule:

Retirees’ duplicate coverage may be reduced by the benefits provided in Medicare and/or Medicaid or any other duplicate benefits which the retiree receives through other employment.

4. Section M, Life Insurance - The city will provide employee compensation for non-occupational injury or illness (not including an injury sustained while in the gainful employment of another employer). This provision would replace the insurance policy that we currently purchase and allow the city to self-insure the benefit. The recommendation requires employees to first use fifteen (15) accumulated sick days upon an initial diagnosis. The City of Flushing shall then provide benefits to the employee in the amount of 85% of an employee’s regular weekly net pay wage rate for the following ten weeks. The rate shall decrease incrementally as follows: 75% for the following 13 weeks; 70% for the next 13 weeks; and 60% for the remaining 13 weeks, with a maximum benefit period of 52 weeks. The City of Flushing reserves the right to investigate the circumstances of any non-occupational illness or injury.
