A Regular Meeting of the Flushing City Council was called to order on Monday, September 8, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Addition to Agenda – Motion by Szukhent, seconded by Bade, to add the Exterior Design of City Hall under OLD BUSINESS.

CONSENT AGENDA – Motion by Szukhent, seconded by Bade, to approve City Council Minutes (August 25, 2003 Regular Meeting), City Council Minutes (August 25, 2003 Closed Meeting) and September 8, 2003 Council Bills List.

COMMUNICATIONS:

 

Moms Who Care “Lipstick Brigade” – Motion by Szukhent, seconded by Gault, to approve the Moms Who Care request to solicit donations on Friday, October 10 and Saturday, October 11, 2003 for Flushing High School’s SAFE SENIOR CELEBRATION.

Flushing Area Chamber of Commerce – Request to Hold the 10th Annual Fall Harvest Festival – Motion by Gault, seconded by Bade, to approve the Flushing Area Chamber of Commerce’s request to hold the 10th Annual Fall Harvest Festival on Saturday, September 27, 2003.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

ORDINANCES:

 

Ordinance 98 – Pollution Control – Motion by Szukhent, seconded by Salem, to approve revisions to the amendment, which was approved for first reading at the August 11, 2003 meeting.  The revisions include an elimination of the requirement of burning not less than 1000 feet from a school or public structure, and limits the times for burning from 5:00 p.m. to midnight.

Ordinance 98 – Pollution Control – Motion by Szukhent, seconded by Gault, to move to second reading and adoption of the amended Ordinance No. 98, which allows controlled outdoor burning.

            Motion Carried.

 

OLD BUSINESS:

 

City Hall Design – The City Manager reported that he had had a request from a councilperson to consider an alternate design to the City Hall.  The alternate proposal was for a two-story facility with the police department and council chambers on the first floor and city offices on the second floor.  After discussing the alternate design, Council decided to go ahead with the original design and see how the bids come out before pursuing an alternate plan.

 

APPOINTMENTS:

 

Genesee County Metropolitan Planning Commission – Motion by Johnson, seconded by Gault, to confirm the Mayor’s appointment of Councilperson Bade as the delegate to the Genesee County Metropolitan Planning Commission.

            Nay:     None

            Motion Carried.

 

Genesee County Metropolitan Planning Commission – Motion by Szukhent, seconded by Salem, to confirm the Mayor’s appointment of Councilperson Peck to serve as alternate on the Genesee County Metropolitan Planning Commission.

            Motion Carried.
