Minutes
A Regular Meeting of the Flushing City Council was called to order on Monday, November 10, 2003 at 4:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

OATHS OF OFFICE – The City Clerk/Treasurer administered the oath of office to Janice Gensel, Mayor and Councilpersons Michael Szukhent and John Gault. The City Clerk/Treasurer previously administered the oath of office to Councilpersons Raymond Peck and Jay Johnson.
Election of Mayor Pro-Tem – Motion by Bade, seconded by Gault, to elect Michael Szukhent as Mayor Pro-Tem.
Yea: Bade, Gault, Salem, Szukhent, Gensel

Motion Carried.
Approval of Agenda – Motion by Szukhent, seconded by Gault, to approve the November 10, 2003 agenda.
Excuse Absence – Motion by Szukhent, seconded by Bade, to excuse the absence of Councilpersons Jay Johnson and Raymond Peck.

PRESENTATIONS:
BKR Dupuis & Ryden – 2002-03 Audit – Brian Ross and Angela Stevens of BKR Dupuis & Ryden presented the 2002-03 audit report. Revenues and expenses in General fund were fairly consistent with the prior year and an excess of revenues over expenditures of $88,240.00 increased fund balance to $1,452,009.00.
Consent Agenda – Motion by Gault, seconded by Salem, to approve City Council Minutes (October 27, 2003 Regular Meeting), City Council Minutes (October 27, 2003 Closed Meeting), City Council Minutes (October 30, 2003 Special Meeting), and November 10, 2003 Council Bills List.

REPORTS:
Council Rules – As per Section 3.6 of the City Charter, the Council shall meet for organization on the first Monday following each regular election and shall review and update the Council rules. Councilperson Bade requested that the meeting start time be reviewed. The Mayor would like the Council to consider changing the rules to put a five minute time limit on people from the audience when addressing the Council. The rules will be further discussed at a future meeting.
The Council rules also determine the order that appointments will be made to certain committees. Committees were selected by Council members on a rotation basis set forth in the rules. The committee appointments will be as follows:
Board of Review (one vacancy) - John Gault
Zoning Board of Appeals (one vacancy) - Richard Bade
Teen Committee (two vacancies) - Teresa Salem,
Raymond Peck
Parks, Recreation, Beautification (two vacancies) - Jay Johnson,

APPOINTMENTS:
City Attorney – Motion by Gault, seconded by Bade, to reappoint the law firm of Henneke, McKone, Fraim and Dawes as the City Attorney.
