A Regular Meeting of the Flushing City Council was called to order on Monday, November 24, 2003 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

City Hall/Police Station Architectural Alternatives Motion by Johnson, seconded by Bade, to postpone, until the next Council meeting, a decision regarding the five (5) alternatives that were included in the re-bid for the City Hall/Police Station.

Council Rules Motion by Szukhent, seconded by Bade, to amend Rule 13. of the City Council Rules as follows:
(a) Meeting Open To The Public: Under this section of the agenda, anyone wishing to speak to the Council may do so. The person will rise to be recognized by the presiding officer. Upon being recognized, the person shall go immediately to the podium or other designated speaking area, identify himself/herself for the record, and direct his/her comments to the Council. Comments made during the Public Comment portion of the Council Meeting shall be limited to five minutes in duration unless that time is extended by the presiding officer.
(b) Disruptive Behavior: Rude and disruptive behavior that breaches
the peace of the meeting will not be tolerated.
If a person present during the Council Meeting becomes disruptive so as
to breach the peace of the meeting, that person will be warned by the presiding
officer. If that person continues to
breach the peace of the meeting, so as to impede the normal progress of the
meeting, the Mayor may ask that person to leave and failing to leave, to be
escorted out by the Sergeant at Arms or a Police Officer.
