A Regular Meeting of the Flushing City Council was called to order on Monday, February 9, 2004 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

PRESENTATIONS:
Charles Stewart Mott Community College – Mr. Robert Ransom, Genesee County Circuit Court Judge, attended the meeting and gave an update on Charles Stewart Mott Community College.

REPORTS:
Phase II Storm Water Regulations - The Michigan Department of Environmental Quality (MDEQ) issued a Certificate of Coverage on November 14, 2003, which authorizes the City of Flushing to discharge storm water into the Flint River. The authorization is part of a “nested jurisdiction” for the lower Flint River watershed. In accordance with this permit, the city is required to submit an Illicit Discharge Elimination Plan, and Public Education Plan, to comply with permit requirements on or before November 1, 2004. The city is required to implement these plans within ninety (90) days after submittal. In addition, an annual progress report is due on that same date.
In accordance with an existing agreement dated May 1, 2001, whereas the office of the County Drain Commission has agreed to provide services necessary to assist county and municipalities in complying with the requirements of the Phase II regulations for our watershed, the attached amendment extends the contract through May 1, 2008. This amendment, in compliance with the MDEQ Certificate of Coverage, provides services for implementation activities and a public education program. In addition, it provides for a formula of cost sharing, with other municipalities in the watershed, on the basis of equivalent acreage. The estimated annual cost of this contract is between eight and ten thousand ($8,000.00/$10,000.00) dollars for the City of Flushing.

The consortium will submit a joint Public Participation process by March 1, 2004, a joint Watershed Management Plan by September 1, 2005, a Storm Water Pollution Prevention Initiative and Implementation Schedule by March 1, 2006, a Watershed Management Plan by September 1, 2007, and a Revised Storm Water Pollution Prevention Initiative by March 1, 2008.
Mr. Jim Gerth, Genesee County Water and Waste Services, was in attendance to answer questions raised by Council.
Phase II Storm Water Regulations – Motion by Bade, seconded by Gault, to approve the first amendment to Genesee County Phase II Regulations Storm Water Management System contract as amended.

Flushing Area Senior Center – Contribution – Motion by Szukhent, seconded by Gault, to postpone the decision to contribute funds to the Flushing Area Senior Center.

Walnut Street Parking - The Police Chief has recommended to issue a temporary traffic order prohibiting parking on the south side of Walnut Street, from the intersection of Hazelton and Walnut Street, east to the dead-end of Walnut. In addition, the north side of Walnut Street, from the stop sign at Hazelton, will be designated No Parking From Here to Corner. That sign would be placed thirty (30’) feet east of the existing stop sign. The traffic order will continue for 90 days, and after review of the change in the parking situation, a permanent traffic order may be required.
