A Regular Meeting of the Flushing City Council was called to order on Monday, February 23, 2004 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

REPORTS:
THA Architects Materials Selection A representative from THA Architects/Engineers was present at the meeting to review material selections for the new City Council Chambers. City Council was requested to determine color selection for carpeting and paint coordination in the new chamber room and adjoining meeting room.
Council Chamber Color Selections Motion by Szukhent, seconded by Johnson, to continue the colors selected by city administration for City Hall into the council chambers.

Michigan Emergency Management Assistance Compact Michigan State Police Emergency Management Division Motion by Johnson, seconded by Szukhent, to adopt a resolution (Resolution No. 04-0223) authorizing the adoption of the Michigan Emergency Management Assistance Compact.

Request to Solicit Funds Movies in the Park Motion by Bade, seconded by Szukhent, to approve the solicitation of funds for sponsorships for the 2004 summer movie series by the Parks and Recreation Committee members, at the direction of the Director of the Department of Public Works.

The Parks and Recreation Committee also requested permission to solicit funds for an LCD projector. Mr. Lewicki, Chairman of the Parks and Recreation Committee, informed Council that when further decisions had been made regarding the model of the projector needed, details would be brought to the Council.

Genesee
County Consortium Dispatch Tower Agreement - In May of 2003, a tentative Lease Agreement was approved, with
conditions, for a new Genesee County Central Communications Consortium
tower. The tower is designed to host
antennae for the 800mhz system that is proposed to be constructed during the
next eighteen (18) months.
Since the original lease was proposed, the
consortium has successfully negotiated a revised lease package with both
communities hosting towers and the Motorola Corporation. The proposed Site Lease Agreement again
allows for a twenty (20) year lease agreement to construct a tower east of the
citys cold storage building on Industrial Drive. This lease includes provisions that outline
details of property usage, assignment and subletting provisions, as well as
requirements imposed through the Flushing Zoning Ordinance pertaining to the
construction of communication towers.
The original lease contained a rental amount of $1,000.00 per month,
with incremental adjustments every five (5) years. The tower included in the original proposal
was a 300 foot structure with 275 foot guy wires. The newly proposed structure is of lattice
design without the extending guy wires.

Manager to negotiate with the Genesee County Consortium for rent from subleases
on the tower.

Flushing Area Senior Center Contribution Motion by Johnson, seconded by Szukhent, to continue the postponement of action on the Flushing Area Senior Centers request for funding.

Closed Session Motion by Szukhent, seconded by Johnson, that pursuant to the Open Meetings Act compiled law 15.268(c), Council go into closed session to consider strategy connected with the negotiation of a collective bargaining agreement.
