A Special Meeting of the Flushing City Council was called to order on Tuesday, March 2, 2004 at 3:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Excused Absence – Motion by Szukhent, seconded by Bade, to excuse the absence of Councilperson Johnson.

REPORTS:

 

9-1-1 Tower Agreement – Motion by Gault, seconded by Bade, to approve a lease agreement with the Genesee County Central Communications Consortium for the installation of a communication tower, on Industrial Drive, subject to conditions contained in Flushing Zoning Ordinance Standards, Section 153.901(N).

Engineering Plan (Riverview Park) – The City received a notice of violation from the Department of Environmental Quality pertaining to the sled hill in Riverview Park.  The City has been identified as the landowner who placed fill within a regulated floodway and 100 year floodplain of the Flint River to provide a sled hill.  This activity is in violation of the State’s Floodplain Regulatory Authority found in Park 31, Water Resources Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (Part 31).  The site must be brought into compliance within 30 days (March 25, 2004).  The City Manager stated that all the dirt could be taken to the cemetery or the current hill could be made to come under compliance.

 

Engineering Plan (Riverview Park) – Motion by Bade, seconded by Gault, to keep the hill and to stay within the confines of that area without violation and to keep the hill at the same height, or larger if possible.

APPOINTMENTS:

 

Senior Center Committee – Motion by Szukhent, seconded by Gault, to confirm the appointment of Mayor Gensel and Councilpersons Johnson and Peck to a Senior Center Committee.

 

            Yea:     Bade, Gault, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

Youth Council – Motion by Szukhent, seconded by Salem, to confirm the following appointments to the Youth Council:

 

            Councilperson Bade     -           Joel Sodeman

            Councilperson Peck      -           Kaye Brisson

 

            Councilperson Johnson will make an appointment to the Youth Council at the next meeting.
