A Regular Meeting of the Flushing City Council was called to order on Monday, March 22, 2004 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Addition to Agenda – Motion by Johnson, seconded by Szukhent, to add a proclamation for Mary Lou Poniers to the agenda.

Approval of Agenda – Motion by Szukhent, seconded by Johnson, to approve the March 22, 2004 agenda as amended.

PRESENTATIONS:

 

The Mayor presented Mary Lou Poniers with a proclamation recognizing her contribution to the Girl Scout organization.

Several members of the audience addressed City Council relative to the construction of the new City Hall/Police Station.

CONSENT AGENDA – Motion by Szukhent, seconded by Bade, to approve City Council Minutes (February 23, 2004 Regular Meeting), City Council Minutes (February 23, 2004 Closed Meeting), City Council Minutes (March 2, 2004 Special Meeting), March 8, 2004 Council Bills List, and March 22, 2004 Council Bills List.

COMMUNICATIONS:

 

Flushing Fire Department – Request to Use Riverview Park – Motion by Szukhent, seconded by Gault, to permit the Flushing Fire Department to hold a community Easter Egg Hunt in Riverview Park on Saturday, April 10, 2004.

            Motion Carried.

 

REPORTS:

 

Genesee County Growth Alliance – The Genesee County Growth Alliance is proceeding with a countywide effort to secure funding for their economic development and job creation initiatives in Genesee County.  The City of Flushing’s share of this effort would be $2,500.00 annually.  The Growth Alliance has successfully recruited several companies to the county and is pursuing additional opportunities to create hundreds of new jobs to provide local opportunities for our residents, as well as residents of the county overall.

 

Genesee County Growth Alliance – Motion by Bade, seconded by Peck, to postpone action on a request from the Genesee County Growth Alliance for an annual contribution of $2,500.00 for the five year Phase II program.

Annual Audit – Motion by Szukhent, seconded by Gault, to retain the audit firm of Dupuis & Ryden, P.C. to conduct the audit for the general purpose financial statements of the City of Flushing for fiscal years ending June 30, 2004 and 2005, at a cost of $17,350.00 and $15,350.00 per year respectively.

            Motion Failed.

 

Sewer Plant/Rates – The City Manager presented information regarding the current sewer rate structure, as well as historical revenue and expense details that the City’s sewer system has incurred.  Recommendations for future rate adjustments, as well as alternatives for operational changes, will be reviewed at a later date.

Youth Council – Motion by Peck, seconded by Gault, to confirm Councilperson Johnson’s appointment of Ellie Sharrow to the Youth Council.
