A Regular Meeting of the Flushing City Council was called to order on Monday, April 12, 2004 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

REPORTS:
Flushing Trailway – Revised Design Proposal – Rowe Incorporated submitted a request to cover the cost of the re-design of the Flint River and Cole Creek bridges. The design change included changes to the bridge abutments, piers, load calculations, and plan sheet notes and dimensions. In addition, the plans are being submitted to Michigan Department of Environmental Quality (MDEQ) to determine compliance with Act 451 and possibly the re-submittal of hydraulic calculations. Also included is the assistance that the City Manager requested to provide additional programming for the funding source and revisions to the Michigan Department of Transportation (MDOT). Finally, this amendment includes work that is needed to develop new legal descriptions along the Bueche and Flushing Lumber parcels, along with construction drawings, due to changes in the path of the trail, as the result of the Bueche construction project. This project is now on track for a summer construction start.

2004 Street Paving Program – Design and Construction Engineering Proposal - Administration has reviewed city streets, which have not been re-paved, and prepared a listing of streets that should be included in this year’s paving program. They are:
Lynn St. - entire length, replace gravel section with curb
Holland Rd. - entire length
Windmill Pt. - River Rd. to Holland Rd.
Morrish Rd. - River Rd. to City limits
Deland Rd. - Coutant St. to City limits
Riverview Blvd. - entire length, excluding new intersection
Suzanne Ct. - entire length
Cedarwood Dr. - Oakwood Dr. to dead end
Cedarwood Ct. - entire length
The fee schedule proposed by Rowe Incorporated provides a cost breakdown for the design phase and construction engineering in the amount of Sixty-Nine Thousand One Hundred and Thirty-Three ($69,133.00) Dollars. This schedule is based upon an eight week construction time frame. That time frame may vary depending on the contractor’s schedule.
Funds for this project are provided through the capital improvement fund in the amount of Six Hundred Thousand ($600,000.00) Dollars, which includes engineering design and construction.
