A Regular Meeting of the Flushing City Council was called to order on Monday, May 10, 2004, at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Approval of Agenda – Motion by Szukhent, seconded by Bade, to add Girl Scout Presentations to the agenda.

            Motion Carried.

PRESENTATIONS:

 

The Mayor presented four (4) area Girl Scouts with a proclamation acknowledging their receipt of the Girl Scout Gold Award.

 

CONSENT AGENDA – Motion by Szukhent, seconded by Gault, to approve City Council Minutes (April 26, 2004 Regular Meeting) and May 10, 2004 Council Bills List.

            Motion Carried.

 

REPORTS:

 

2004-2005 Fiscal Year Budget – Motion by Bade, seconded by Gault, to adopt the fiscal year 2004-2005 budget as presented.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

2004 Proposed Tax Levy – Motion by Szukhent, seconded by Gault, to adopt the following 2004 millage rates:  General Operating, 7.0020; Capital Improvements, 3.0914; total 10.0934.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

Sewer Rate Analysis - The City Manager reviewed financial data generated from sewer plant operations.  He recommended that Council either increase rates, which would allow for updates to the plant, or turn operation over to the Genesee County Drain Commission.

Police Liaison Officer/DARE Program – Motion by Johnson, seconded by Gault, to adopt Resolution No. 04-0510, a resolution increasing the City of Flushing tax millage one-half mil for purposes of supporting the Police Liaison Officer/DARE Program for three years beginning September of 2004, and set a public hearing on the proposed millage for May 24, 2004 at 7:30 p.m. at City Hall.

            Motion Carried.

 

ORDINANCES:

 

Fence Ordinance Amendment – Motion by Szukhent, seconded by Bade, to move to second reading and adoption an amendment to Ordinance No. 150 Section 150.69.

            Nay:     None

            Motion Carried.
