A Regular Meeting of the Flushing City Council was called to order on Monday, June 14, 2004, at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

REPORTS:
Glaeser-Dawes – Request for Compensation - A request was submitted by Mr. Gregg Dawes, of Glaeser-Dawes Corporation (GDC), for services rendered regarding the sledding hill at Riverview Park.
The first part of the bill is for $3,750.00 for grading the hill at the park. The second part is for removal of the soil out of the floodplain in the amount of $4,900.00.
Per the City contract with Direct Building Development, LLC, the City has paid submitted bills that were certified by the architect in a timely manner. During the past two City Council meetings, Mr. John Glaeser suggested that payment has been withheld by the City to his firm. Since the beginning of the contract, City administration has attempted to abide by the terms of the contract concerning all payments due.
The billing, as submitted by Mr. Dawes, is for additional work that Mr. Dawes considers to be outside of the contract that the City has with Direct Building Development, LLC. Administration has contended that the dirt removed from the City Hall excavation, and the placement of that dirt, is part of a contract with Direct Building Development, LLC. If Mr. Dawes intended to bill the City for additional work outside of that contract, a change order should have been submitted to the existing contract, or a separate request should have been submitted, in writing, to the City, in advance of the work.

Inter Local Agreement – Flushing Trailway – Motion by Salem, seconded by Peck, to enter into an agreement with the Genesee County Parks and Recreation Commission and Flushing Charter Township, subject to joint approvals, for the Flushing Trailway.

Solid Waste Collection, Recycling and Composting Bids – Motion by Bade, seconded by Gault, to accept the bid proposal for solid waste collection services from Waste Management for the period July 1, 2004 through June 30, 2009.
