A Regular Meeting of the Flushing City Council was called to order on Monday, July 26, 2004, at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Michigan Municipal League (MML) – Designation of Voting Delegate and Alternate to the Annual Meeting  - Motion by Johnson, seconded by Szukhent, to table the designation of voting delegate and alternate to the annual Michigan Municipal League meeting held on September 30 through October 2, 2004.

            Nay:     None

            Motion Carried.

 

REPORTS:

 

Preliminary Plat Approval – Cole Creek Meadows – Motion by Szukhent, seconded by Peck, to approve the Preliminary Plat of Cole Creek Meadows Subdivision, as revised and approved by Rowe Incorporated.

            Motion Carried.

 

Michigan Department of Transportation (MDOT) – Trail Contract – Motion by Salem, seconded by Peck, to approve the contract with MDOT for Contract No. 04-5266, and to approve the resolution authorizing the Mayor and City Clerk/Treasurer to sign the contract on behalf of the City.

BID/AWARD PURCHASES:

 

2004 Sidewalk Bids – Motion by Bade, seconded by Gault, to award the 2004 sidewalk project to Jerry’s Contracting, Flushing, Michigan, at a rate for removal and replacement of $4.40 for 4 inch and $5.90 for 6 inch, and at a rate of $2.70 for new 4 inch, $3.95 for new 6 inch, and $18.00 per linear foot for curb cut.

2004 Sidewalk Bids – Motion by Szukhent, seconded by Johnson, to award the 2004 sidewalk project to Donaldson & Sons, Inc., Flushing, Michigan, at a rate for removal and replacement of $5.25 for 4 inch and $6.50 for 6 inch, and at a rate of $3.85 for new 4 inch, $4.50 for new 6 inch, and $22.00 per linear foot for curb cut.

            Nay:     Bade, Peck

            Motion Carried.

 

Flushing City Hall/Police Department – Telephone Bids – Motion by Gault, seconded by Szukhent, to accept the low bid from I.T.I. of Flint, Michigan, for the installation of a new phone system, computer wiring and telephone wiring for the new City Hall/Police Department, in an amount not to exceed $24,827.45.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

OLD BUSINESS:

 

Sewer Treatment Plant Improvements – The City Manager made a brief presentation involving required improvements to the Flushing Wastewater Treatment Plant.  City Council direction was sought on proceeding with the bid letting process, or consideration of alternatives that have presented to City Council during the past four (4) months.

 

Solicitation of Bids – Biosolids – Motion by Szukhent, seconded by Gault, to direct administration to solicit bids for the hauling of biosolids.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268(c) to go into closed session to consider strategy connected with negotiations of the Police collective bargaining agreement.

 

            Yea:     Bade, Gault, Johnson, Peck, Salem, Szukhent, Gensel

            Nay:     None

Closed Session – Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268(e) to go into closed session to consult with its attorney regarding settlement strategy in connection with Warda –v- City of Flushing, as an open meeting would have a detrimental financial effect on the litigating or settlement position of the City.

            Nay:     None

            Motion Carried.
