A Regular Meeting of the Flushing City Council was called to order on Monday, September 13, 2004, at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Flushing Area Chamber of Commerce – Request to Hold the 11th Annual Fall Harvest Festival – Motion by Bade, seconded by Peck, to approve the Flushing Chamber of Commerce’s request to hold the 11th Annual Fall Harvest Festival on Saturday, September 25, 2004.

Flushing Student Council/Homecoming Parade Committee – Motion by Johnson, seconded by Gault, to approve the Flushing Student Council’s request to hold the annual homecoming parade on Friday, October 8, 2004.

REPORTS:
Municipal Employees’ Retirement System (MERS) – Motion by Bade, seconded by Salem, to adopt the certification form with Ted Thomas as the employee delegate and Jodi Black as the employee alternate to represent the City at the Municipal Employees’ Retirement System annual meeting, and to authorize the City Manager, Dennis J. Bow, to represent administration.

Marriage Fee – Motion by Bade, seconded by Johnson, to adopt Resolution No. 04-0913, establishing a wedding rate fee of $100.00, and requiring said fee to be placed in the General Fund in order to recover the cost of providing this service.

PURCHASES:
City Tree Trimming and Stump Removal – Motion by Salem, seconded by Gault, to award the bid to provide tree trimming ($89.50/hour) and stump removal ($2.00/inch) services to Aspen Tree Service, Mt. Morris, Michigan.

Breathing Apparatus Units – Motion by Peck, seconded by Bade, to purchase twenty (20) self-contained breathing apparatus and spare air cylinders, and associated testing equipment, from Douglas Safety Systems in an amount not to exceed $100,150.00, and to accept the grant provided by the U.S. Department of Homeland Security.

ORDINANCES:
Establishing Enforcement Agency – State Construction Code and Zoning Ordinances – Motion by Bade, seconded by Johnson, to postpone the amendment to the City Code authorizing enforcement of the State Building Code, the Blight Prevention Ordinance, the Sign Ordinance, and the Dangerous Buildings Ordinance, to the November City Council meeting.
