A Regular Meeting of the Flushing City Council was called to order on Monday, February 28, 2005 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Excused Absence – Motion by Szukhent, seconded by Salem, to excuse the absence of Councilperson Gault.

Agenda – Motion by Bade, seconded by Salem, to remove C-1, Sunny View Subdivision – Tentative Preliminary Plat Approval, from the agenda.

CONSENT AGENDA – Motion by Bade, seconded by Salem, to approve City Council Minutes (February 14, 2005 Regular Meeting), City Council Minutes (February 14, 2005 Closed Session), City Council Minutes (February 22, 2005 Special Meeting), City Council Minutes (February 22, 2005 Closed Session) and February 28, 2005 Council Bills List.

COMMUNICATIONS:

 

Flushing Fire Department – Request to Use Riverview Park – Motion by Szukhent, seconded by Bade, to approve the Flushing Fire Department’s request to use Riverview Park for the Community Easter Egg Hunt on Saturday, March 26, 2005.

            Motion Carried.

 

REPORTS:

 

Cole Creek Meadows – Final Plat Approval – Motion by Szukhent, seconded by Bade, to approve the Final Plat of Cole Creek Meadows, subject to:

 

            1.         The monuments are to be set by April 30, 2005;

2.         The sidewalks are to be built when homes are constructed, but no later than August 31, 2007;

3.         The developer must post required two year maintenance and guarantee bonds with the City Clerk/Treasurer for the road; and

4.         The City Attorney approves all documentation prior to signatures of approval.

Flushing Area Recreation Master Plan – Resolution No. 05-0228 – Motion by Bade, seconded by Salem, to approve Resolution No. 05-0228, with the addition of the following to the Recreation Master Plan:

 

            1.         The rehabilitation of Tucker Pool.

            2.         The restoration of the old Fire Hall for use as a recreational facility.

            3.         Cleanup of Riverview Park Island.

4.         Add a buffer zone between Main Street business district and Riverview Park.

5.         Add a pavilion roof over the skating rink at Riverview Park.

6.         Develop Somerset Park.

            7.         Canoe Livery.

            Nay:     None

            Motion Carried.

 

ORDINANCES:

 

Rezoning – 241 Lynn Street – Motion by Szukhent, seconded by Peck, to move to second reading and adoption of the amendment to Ordinance No. 153, Zoning Code Ordinance of the City of Flushing, to rezone 241 Lynn Street from an I-1, Industrial District Zoning designation, to an R-3A, Multi-Family Residential District Zoning designation.
