A Special Meeting of the Flushing City Council was called to order on Thursday, April 21, 2005, at 4:00 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

MEETING OPEN TO THE PUBLIC - Elva Cook, 1459 Flushing Road, addressed City Council.
Engineering Proposal – 90 E. Main Street – Councilperson Mark stated that he filed the necessary paperwork, at least ten days ago, disclosing potential appearance of conflict of interest in this matter, and he excused himself from any discussion pertaining to this matter.
Rowe, Inc. provided the City with a proposal for a preliminary design for property located at 90 East Main Street. A breakdown of the fee of $9,742.00 was provided for the necessary topographical survey work, detailed concept drawings, estimates and Phase I clock design for the 90 E. Main Street property. The preliminary design work will consist of providing a detailed topographical survey of the parcel, the south property line, and the Bicentennial Walkway from the bridge, approximately 400 feet south. The survey work will be all that is necessary for the development of construction drawings. No additional future design survey work will be required. The concepts to be considered will include the clock, a ramped walkway connecting to the existing Bicentennial walk, new options for the riverbank, revisions to the existing Bicentennial walkway that is adjacent to 90 E. Main Street, ornamental lighting, pavement materials, green space, and landscaping.

The riverbank along the project area is in the 100-year floodplain and floodway, so a Michigan Department of Environment Quality (MDEQ) floodplain permit may be necessary for a portion of the project. Since the City would like the clock installed as soon as possible, and the proposed location for the clock will not require a MDEQ permit, since it is outside of the floodplain and floodway, Rowe proposed to complete the construction drawings in two phases, for expediency. After a concept is selected, the construction drawings for just the clock (Phase I) will be developed and ready for bidding within two (2) weeks. The construction drawings for the remaining work (Phase II) can be developed along with the MDEQ permit application within six (6) weeks of concept selection.
Engineering Proposal – 90 E. Main Street – Motion by Gault, seconded by Peck, to approve the Preliminary Design Proposal as submitted by Rowe Incorporated for 90 E. Main Street in the amount of $9,742.00.
