A Special Meeting of the Flushing City Council was called to order on Thursday, July 14, 2005 at 4:00 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

MEETING OPEN TO THE PUBLIC:
City Hall/Police Station Construction Status – Attorney McKone explained the Receipt of Payment and Acknowledgement of Additional Citings document distributed to the City Council. He stated that Council is not signing a release, which the insurance company previously requested. Under the bond, the City is entitled to certain things, one of which is payment called for, and the other is, if there is a discussion or dispute over something, the Council is entitled to have it heard in an appropriate forum. In this case, the appropriate forum would be arbitration.
Hanover Insurance Company agrees to this document and, if the City agrees to it, then a check will be issued and the project will move forward. It was the attorney’s recommendation that Council approve the document.
City Hall/Police Station Construction Status – Motion by Szukhent, seconded by Bade, to accept the receipt from Hanover Insurance Company for City Hall/Police Station construction.

Appointment to Genesee County Metropolitan Alliance – Motion by Szukhent, seconded by Bade, to confirm the appointment of Councilperson Kozan to the Genesee County Metropolitan Alliance.

Pictometry and Orthoimagery Project – Motion by Szukhent, seconded by Kozan, to approve an intergovernmental agreement with Genesee County for the Genesee County Pictometry and Orthoimagery Project, which is a coordinated effort to acquire both oblique and orthogonal high-resolution digital aerial imagery for the entire County of Genesee on a biennial basis starting in spring 2006. This project includes the use of Geographic Information System (GIS) technology to enable users to see multiple views of every square foot in their jurisdiction with the ability to find, view, analyze, and measure any structure, intersection, alley, property, or other feature. Genesee County, Michigan is leading this partnership in cooperation with multiple county agencies, cities, townships, and government entities to provide current aerial photography and GIS technology throughout the County.
