A Regular Meeting of the Flushing City Council was called to order on Monday, September 26, 2005 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

COMMUNICATIONS:

 

Flushing Area Chamber of Commerce – Request to Hold the 12th Annual Fall Harvest Festival – Motion by Kozan, seconded by Gault, to approve the Flushing Area Chamber of Commerce’s request to hold the 12th annual Fall Harvest Festival on Saturday, October 1, 2005.

            Motion Carried.

 

Flushing Student Council/Homecoming Parade Committee – Motion by Bade, seconded by Szukhent, to approve the Flushing Student Council/Parade Committee’s request to hold the annual homecoming parade on Friday, October 21, 2005.

Parks and Recreation Commission – Motion by Szukhent, seconded by Salem, to approve the Parks and Recreation Commission’s request to hold a community Halloween/Pumpkin Walk on the Riverview Trail on Saturday, October 29, 2005.

Consumers Energy – Authorization for Change in Standard Streetlighting Contract – Motion by Bade, seconded by Gault, to authorize the change in the standard streetlighting contract with Consumers Energy, to include placement of a new light at Coutant Street and Woodland Pond Drive, and to change the streetlight at 206 George Street.

 

            Yea:     Bade, Gault, Kozan, Mark, Salem, Szukhent, Gensel

            Motion Carried.

 

PRESENTATIONS:

 

Flushing Area Trailway Donation – Mr. Khalil A. Nemer was presented with a plaque from the city in appreciation for his contribution of land for the trailway.

 

REPORTS:

 

Zoning Revisions – Central Business District/R-3A Overlay – Motion by Gault, seconded by Bade, to move to first reading revisions to the Flushing Zoning Code, (items one and two), subject to allowing “Drive through Pharmacies” and “Dry Cleaners” as uses permitted under the Special Use procedures in the Central Business District.

 

            The three proposed changes to the ordinance included:

 

1.         Extending the CBD Zoning designation west to the railroad tracks, along Main Street, and allowing single family and two family homes to be included as a use that is permitted as a matter of right in the CBD district.

 

2.         Creating an “Overlay Zone” along Lynn Street, which will change the zoning to R-3A-O and allow industrial uses to remain as long as their use is not changed.

 

3.         Modifying the zoning along Seymour Road, between Emily Street and Lynn Street, in an attempt to allow certain commercial and light industrial uses.

City Hall/Police Station – Change Order – Irrigation System – Motion by Szukhent, seconded by Gault, to approve a change order with Siwek Construction for the installation of a lawn irrigation system from Lawn Irrigation System for an amount not to exceed $7,467.00.

            Motion Carried.

 

Resolution Supporting Local Control Municipal Broadband and Cable Franchising – Motion by Bade, seconded by Mark, to approve Resolution No. 05-0926 supporting local control municipal broadband and cable franchising.

            Nay:     None

            Motion Carried.

 

ITEMS FOR FUTURE PUBLIC HEARINGS:

 

Water Rates – Motion by Szukhent, seconded by Bade, to set a public hearing on water rates for Monday, October 10, 2005 at 7:30 p.m. at Flushing City Hall, 309 E. Main Street, Flushing, Michigan.
