6, 2005 at 7:30 P.M. at City Hall.

HEARING – ZONING ORDINANCE
REVISIONS
TO THE ZONING
MAP
AND DISTRICT REGULATIONS
(LYNN/SEYMOUR
AREA)
MOTION by Olson, supported by Blackmore, to recommend to
City Council to
approve the proposed changes to the Zoning
Ordinance as written with the
exception of the parcels listed as B-3 and
the two parcels fronting on Emily
Street, west of Lynn Street and subject to
the following changes:
1.
153.309 (A) – Add the
word “accommodate” to the first sentence.
2.
153.308 (E) – Delete
the second sentence.
3.
Add “Drive through
Pharmacy” as a special use permit, in the CBD district, subject to standard
“R”.

Motion carried.
MOTION By Olson, supported by Blackmore, to table the
Public Hearing for the
portion of the Zoning Ordinance changes for
the property zoned Industrial
being
changed to the new B-3 District and the two lots, lot 3 & ½ of lot 2, south
of Emily and west of Lynn Street.

Discussion:
·
Mr. Bow advised the Commission that the
residential zoning changes originated mostly by requests from area residents
who were unable to sell residences due to financing problems with
non-conforming lots. The Commercial and
Industrial changes are a result of the Downtown Development Study, completed in
April of 2003. On conclusion of our
Public Hearing, the procedure will be for the Planning Commission to make a
recommendation to City Council; to approve the amendments as written, to
recommend changes to the amendments, or to recommend denial of the amendments.

Mr. Piggott, Rowe Incorporated Planner, was
present to explain the four different zoning classification changes and how
they will affect the property:
1. R-3A - Medium Density Residential
2. R-3A(O) - Medium Density Residential Overlay (New
District)
3. B-3 - Heavy
Business District (New District)
4. CBD - Central Business District

Mr. Piggott explained the R-3A(O) district by
comparing it to a one-way door because an Industrial use can be changed to a
Residential use but cannot go back to Industrial once its changed. (Both
existing Industrial and Residential uses are permitted, by right, in this
district.)

numbers 3 & ½ of 2 on Emily Street, Frank Fraser’s property. What zoning is
the best use for this property? Was
zoned Industrial. (Postponed to next meeting.)
3. Add a
verbiage line item to accommodate a Pharmacy drive through by special use
permit and subject to standard “R” in the CBD district.
4. Kumar
Vemvlapalli requested a change in verbiage to allow for a small mall type of
development or a fast food business. (Postponed to next meeting.)
5. 153-309
