A Special Meeting of the Flushing Planning Commission was called to order by Chairperson Robert Matsko on June 26, 2007 at 7:30 P.M. at City Hall.

New Business: AMENDMENT TO SIGN ORDINANCE (156.05(A))

MOTION by Johnson, supported by Bueche, to recommend to City Council

to revise the sign ordinance (156.05A) to allow permanent signs for

institutional structures in residential zoned districts where the structure is

located on a corner of two public street intersections the wall-mounted signage is allowed on both streets with a maximum combined square footage of 32

square feet.

Discussion:

• Mr. Bow stated these items are before the Commission because the Zoning

Board of Appeals requested this issue be forwarded to the Planning Commission

to consider changes that would accommodate signs in certain instances.

• Regarding the issue of the requirement for institutional signs (one sign no greater that 32 square feet) Mr. Bow proposed a possible verbiage change to allow two signs in certain instances that the property is on a corner lot and the signage would be seen from two different directions (both signs would not be seen from one direction).

In the commercial district, as an example, there are options. You can either have a 32 square foot ground sign or a 32 square foot total on the wall signs. You may also want

to address where they use a ground sign on a corner lot they could have a 32 sq foot each side as long as you cannot see both sides from any one angle.

• Mr. Johnson recommended adding a section between number 1 & 2 of section 156.05A (and #2 would become #3) and the verbiage on #2 would be “for an institutional use where the structure is on the corner of two street intersections the signage is allowed on both streets with a limitation of 32 feet total for the two wall sign.”
• Mr. Bow stated the wording will be reviewed by the City attorney for any verbiage changes and then will go to City Council.

New Business: POSSIBLE AMENDMENT TO SIGN ORDINANCE REGARDING

BANNERS

MOTION by Johnson, supported by Bueche, to recommend to City Council to keep

the sign ordinance regarding banners as it is.

Discussion:

• Mr. Bow stated that our building inspector probably addresses at least one illegal banner a week.
• Mr. Johnson stated he believes we need a clarification on banner versus temporary signs.
• Mr. Bow advised that some banners can be approved with City Council approval. (Such as Art in the Park or Candlewalk.) We are working on a change to this to possibly have a permanent device to announce events in the City.
• Mr. Bow stated he could bring back language regarding possible changes.

New Business: ELECTRONIC SIGNS

Discussion:

• Mr. Bow advised the Commission that recently two busineses had to remove

illuminated signs they placed in front of their businesses.

• Mr. Bow also stated that the language provided in the ordinance might need to be changed to reflect the initial intent, or provide some flexibility in the manner in which the message is electronically changed. He stated we need to be proactive regarding addressing this type of signage.
• Mr. Johnson stated we should have a definition of “Flashing Sign” in our ordinance.
• Mr. Bow will bring back some verbiage for review.
