A Regular Meeting of the Flushing City Council was called to order on Monday, January 8, 2007 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

COMMUNICATIONS:

 

Michigan Municipal League Legislative Conference - Information was received stating that the Michigan Municipal League (MML) will hold their Legislative Conference in Lansing on March 21, 2007.  Councilpersons who wish to attend must contact the City Manager and the request will be placed on a future agenda for approval.

 

Knights of Columbus - Tootsie Roll Sales - Motion by Szukhent, seconded by Gault, to approve the Knights of Columbus' request to sell tootsie rolls in front of businesses on March 30, 31 and April 1, 2007.

REPORTS:

 

Drinking Water Revolving Fund - In an ongoing effort to maintain the city's water infrastructure, administration has been documenting the quantity and cost of water main breaks throughout the city.  Presently, there are four (4) key areas of the city in which significant number of repairs have affected service to neighborhoods, and are impacting the completion of the city's paving program.

The four areas include portions of Windmill Point subdivision, portions of Park View and Valley View (Park and Sharon Streets) subdivision, the area of Boman Street and portions of Tawamar Heights (Clearview area) subdivision.  Due to the number of water main breaks and anticipated paving requirements, a water main replacement schedule has been prepared along the following streets:

In addition, a link of water pipe needs to be installed at the city storage tank (the water tower), and a meter pit needs to be installed at the corner of Pierson and Elms Road.

 

In order to accomplish these repairs, the city manager requested Rowe Incorporated to provide the city with a proposal to obtain a low interest loan through the Drinking Water Revolving Fund that is administered by the Michigan Department of Environmental Quality (MDEQ).  That proposal includes necessary documentation to develop a project plan providing relevant information that is needed to document the scope of the project, construction cost estimates, as well as an analysis of the city's utility billing system.  A public hearing would be required after the plan is sent to the MDEQ.  At this time, an update to the city's water model may be required, depending upon a decision by the MDEQ.  That water model was originally developed for the city's 1999 project, and may suffice for current requirements.

 

It is anticipated that the city will continue to experience significantly more water main breaks if this work is not completed within the next few years.  During a recent four (4) year period, those costs have amounted to around $250,000.00, with 56 water main breaks.  This cost, as well as the loss of service, affects many neighborhoods surrounding these water lines.  Most of the streets in these areas have not been paved due to the need to replace the water lines, which lie underneath them.

2006 Audit Report - The City Manager presented a review of the City's 2006 audit report.
