A Regular Meeting of the Flushing City Council was called to order on Monday, April 23, 2007 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

PRESENTATION:

 

Chief of Police – The City Manager and Mayor introduced the City’s new Chief of Police, Mark Hoornstra.

 

Law Day 2007 – City Attorney Henneke addressed the significance of Law Day, and was presented with a resolution from the City Council proclaiming May 1, 2007 as Law Day.

 

MEETING OPEN TO THE PUBLIC:

 

There was no public comment.

 

Consent Agenda - Motion by Szukhent, seconded by Bade, to approve City Council Minutes (March 26, 2007 Regular Meeting), City Council Minutes (March 28, 2007 Special Joint Meeting with Flushing Township Board), and the April 23, 2007 Council Bills List.

COMMUNICATIONS:

 

VFW Ladies Auxiliary - Motion by Szukhent, seconded by Salem, to approve the VFW Ladies Auxiliary’s request to sell Buddy Poppies on May 10 and 11, 2007.

REPORTS:

 

Genesee County Hazard Mitigation Plan - Motion by Bade, seconded by Gentine, to approve the resolution for the adoption of the Genesee County Hazard Mitigation Plan.

Youth Council Report – McKenzie Shepard, Chairperson of the Youth Council, reported on the activities of the Youth Council.

 

Sewer Break – Motion by Gault, seconded by Bade, to approve the quote from Waldorf & Sons to repair the sewer line running through the creek behind 720 E. Main Street, at a cost of $13,825.00.

ITEMS FOR FUTURE PUBLIC HEARINGS:

 

2007-2008 Budget – Motion by Bade, seconded by Gentine, to set a public hearing date on the proposed 2007-2008 Flushing City budget for Monday, May 14, 2007 at 7:30 p.m. at Flushing City Hall, 725 E. Main Street, Flushing, Michigan.

            Nay:     None

            Motion Carried.

 

ORDINANCES:

 

Zoning Amendment – Nonconforming Structures – Motion by Szukhent, seconded by Gault, to add language to the existing language in Zoning Ordinance Section 153.1004(B):

 

            “In an area zoned as R-1, where the lot frontage is less than 75 feet and a nonconforming structure has sustained damage in excess of 60% of the building value for rebuilding a nonconforming structure, rebuilding of a nonconforming single-family residence is authorized, provided the construction begins not later than 6 months of the date of loss, is completed within one year from the date of loss, and the vertical and horizontal foot print is not expanded beyond the structure damaged in the loss.”

Closed Session - Motion by Szukhent, seconded by Gault, that pursuant to the Open Meetings Act compiled laws 15.268(c), to go into closed session to consider strategy connected with negotiations of a collective bargaining agreement.

            Motion Carried.
