A Regular Meeting of the Flushing City Council was called to order on Monday, June 25, 2007 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

PUBLIC HEARINGS:

 

Water Rates – Water charges shall be set by Resolution of the Flushing City Council after a public hearing has been concluded.  Accordingly, in April 2007, city administration was notified of a pending water rate increase that will become effective as of August 1, 2007.  That notice indicated that the City of Detroit would be raising rates through the City of Flint contract and through the Genesee County contract in the amount of sixteen (16%) percent.  This increase is a direct pass-through of those charges.

 

The Mayor opened the public hearing to the audience.

 

Elva Cook, 1459 Flushing Road, questioned what the new rate would be and stated that she had no problem with the increase.

 

            The Mayor closed this portion of the public hearing.

 

Water Rates – Motion by Bade, seconded by Gentine, to adopt Resolution Establishing Water Rates No. 07-0625, modifying the water usage charge of $3.30 per thousand gallons to $3.83 per thousand gallons.

Community Clock – Resolution No. 07-0625-B - Motion by Szukhent, seconded by Gentine, to adopt Resolution 07-0625-B, a resolution restricting funds for the maintenance of the community clock and site.

State Budget Crisis - The Michigan Municipal League has been working to assist the Michigan Legislature by providing strategies and educational information that might allow the state to recover from the revenue shortfalls that they have been experiencing over the past several years.  To that end, a Resolution encouraging bipartisan leadership to address the budget deficit in a manner that will place Michigan in a position where the economic future and quality of life for our residents can be sustained.

 

Motion by Bade, seconded by Salem, to adopt Resolution No. 07-0625-A, encouraging our state senator and representative to continue to work on our behalf to find funding solutions that address the budget deficit issues.

Main Street Bank Stabilization - City employees have observed an area along Main Street, whereby soils around a storm sewer outlet have eroded, leaving a substantial area around that structure vulnerable to additional erosion problems.  That erosion, if left un-repaired will eventually approach the limits of the curb and pavement along Main Street, across from the entrance to Chamberlain Street.

 

The city manager requested Mr. Lou Fleury, of Rowe Incorporated, to provide a proposal for engineering services for the design and construction engineering that will stabilize the bank.  The design will involve the placement of steel sheeting, and the existing storm sewer outlet will be replaced and protected with a geo-textile liner and heavy riprap.  As a portion of the work may be conducted within the Flint River floodplain, and coordination with the Michigan Department of Environmental Quality (DEQ) may be required. 

 

The fee for the design and engineering is $14,914.00, which includes the design work, soil borings, and construction engineering.  Funding for the engineering and the project is available through our Major Street Fund.  Once bids are accepted on this project, administration will return to the City Council for final approval.

 

            Motion by Szukhent, seconded by Gault, to approve the engineering proposal for the Main Street bank stabilization in an amount not to exceed $14,914.00, with Rowe Incorporated.

9-1-1 Report Management System – Motion by Bade, seconded by Gentine, to proceed with the Intergraph Report Management System and Paperless Ticket System, as outlined and proposed by the 9-1-1 Central Dispatch agency.  Total initial costs are estimated at $6,561.00.

BID/AWARD PURCHASES:

 

Police Vehicle Purchase – Motion by Gault, seconded by Bade, to purchase one (1) 2007 Chevrolet Impala through the Oakland County bid process for an amount not to exceed $14,991.00.
