A Regular Meeting of the Flushing City Council was called to order on Monday, September 10, 2007 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Leaf Collection Equipment Rental – Motion by Bade, seconded by Kozan, to approve the rental of a 25-cubic yard rear loading garbage collection truck for the 2007 leaf collection from Bell Equipment Company in the amount of $6,000.00 per month.

Sign Ordinance Amendment – Motion by Szukhent, seconded by Salem, to move to second reading and adoption of an amendment to Section 156.05.4(1) of the Sign Ordinance.

Chapter 99 Ordinance Amendment – Motion by Bade, seconded by Gault, to move to second reading and adoption of amendments to Chapter 99 of the Flushing City Code of Ordinances.

Code Enforcement – Motion by Bade, seconded by Gault, to move to second reading and adoption of amendments to Ordinance Sections 11:01; 93:07; 94:40; 100.2; 115.09; 153.1301A(8) and 156.17(a)(4), designating a code enforcement officer as one of those who may issue civil infraction notices and violations.

Council Member Vacancy – Motion by Gault, seconded by Kozan, to advertise the District III Council vacancy that resulted from the resignation of Paul Gentine.

Closed Session:
Labor Negotiations – Motion by Szukhent, seconded by Bade, to go into closed session to consider the evaluation of City Manager Dennis Bow, pursuant to the Open Meetings Act 15.268 in such as the City Manager has requested a closed hearing.

The Council reconvened because the previous motion was inaccurate.
Labor Negotiations – Motion by Szukhent, seconded by Bade, to go into closed session under the Open Meetings Act compiled laws 15.268(c), to consider negotiations on a collective bargaining agreement.

Labor Negotiations – Motion by Gault, seconded by Szukhent, to approve the labor negotiations and authorize the Mayor and Clerk/Treasurer to sign the contract with AFSCME Council 25 Local 1918-M, the City Department of Public Works Union pursuant to the discussion in closed session.
