A Regular Meeting of the Flushing City Council was called to order on Monday, October 8, 2007 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Approval of Agenda - Motion by Gault, seconded by Kozan, to approve the October 8, 2007 agenda.

REPORTS:

 

Planning Commission Recommendation for Sign Ordinance Revisions – At the October 3rd Planning Commission meeting, a recommendation was approved requesting the City Council to appoint an ad-hoc committee, which would consider revisions to the city’s sign ordinance.  Specifically, due to the increased number of digital signs that are available to businesses, the commission felt that it would be prudent to look into the electronic sign provisions that are currently in place.

 

There are three (3) types of signs that may need to be addressed:

 

1.                  Electronic leader board that displays changing text;

2.                  Animated digital signs, which can include flashing, scrolling, or other movement; and

3.                  Video signs that display text and graphic messages in full motion video.

 

The Planning Commission felt that the Council should consider the appointment of a new sign committee, comprised of residents and business people, to review these materials and prepare a recommendation to City Council within a given timeframe.

 

Council will consider the makeup of that committee, set up a selection process for committee members, and fix a timeframe for which the recommendation will be returned for Council consideration at a future meeting.

 

Mutual Aid Agreement - Recently, the city was informed that the County Chiefs’ Association has completed a draft, which encompasses revisions to the Mutual Police Assistance Agreement.  The purpose of the agreement is to provide supplemental police protection, between communities, where a single police department may require the assistance of other agencies. 

 

The original agreement is currently over twenty-five (25) years old and, while the agreement has provided positive response for requesting agencies, there are components to the agreement that are in need of updating.

This revision will need to be reviewed by every municipality in Genesee County prior to a formal adoption.  This draft was presented in order to introduce the content of the agreement, and solicit any comments Council members may have had regarding the manner in which it is intended to serve our communities.

 

Our police chief has attended the Chiefs’ meetings, as this draft has emerged, and our insurance company and city attorney have begun their review of the document.  This agreement will be brought back for the Council’s consideration and final approval within the next month.

 

Michigan Municipal League Conference Report – The Mayor recently attended the Michigan Municipal League conference.  She gave a presentation on the topics covered and distributed materials to Council members.
