A Special Meeting of the Flushing City Council was called to order on Thursday, November 29, 2007 at 4:00 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

MEETING OPEN TO THE PUBLIC:

Elva Cook, 1459 Flushing Road, addressed City Council.

REPORTS:

Joint Fuel Purchase Agreement - Administration has been meeting with officials from Flushing Township and the Flushing Community Schools to discuss various methods of reducing expenditures through acceptable means of joint purchasing. Recently, the focus has been on options for purchasing fuels using electronic codes for purchase identification and buying in larger volumes to obtain lower market rates for fuel purchases.

The Flushing Community Schools have bid out, and are currently buying, a card reader system, which will allow the three (3) entities to enter into a contract whereby this joint purchasing can be located at the bus garage location on Seymour Road, and allow for accounting measures to be put into place, which will allow for segregating of the purchases for accounting purposes.

The costs will be divided, and payment will be made, on an annual basis for equipment usage and on a monthly basis for fuel usage. Preliminary estimates would indicate that the City would save a minimum of $5,000.00 per year, and likely more, based on higher volume purchases and increases in fuel prices. This Agreement will allow each party to withdraw on an annual basis.

Joint Fuel Purchase Agreement – Motion by Bade, seconded by Salem, to approve a resolution providing a license agreement for the joint purchase of fuel, and use of pertinent equipment, with the Flushing Community Schools and Flushing Charter Township.

City Manager Evaluation – Motion by Bade, seconded by Gault, to increase the City Manager’s base salary by 2% to $81,340.00, retroactive to July 1, 2007.

Motion Carried.

December Meeting Schedule – Motion by Gault, seconded by Bade, to cancel the regularly scheduled December 24, 2007 City Council meeting.

CLOSED SESSION:

Labor Negotiations – Motion by Szukhent, seconded by Gault, that, pursuant to the Open Meetings Act compiled laws 15.268(c), to go into closed session to consider negotiations on a collective bargaining agreement.

Nay: None

Motion Carried.

Purchase of Real Estate – Motion by Szukhent, seconded by Gault, that, pursuant to the Open Meetings Act compiled laws 15.268(d), to go into closed session to consider the purchase or lease of real property, or the option to purchase or lease real property.
