A Regular Meeting of the Flushing City Council was called to order on Monday, March 24, 2008 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Approval of Agenda - Motion by Szukhent, seconded by Brock, to approve the March 24, 2008 agenda.

PRESENTATIONS:

 

Genesee County Emergency Medical Service Ordinance – Mr. Harry Swartz, representing Swartz Ambulance Service, and Jan Grady, representing Patriot Ambulance Service, addressed City Council relative to the County’s ordinance to consolidate ambulance service in Genesee County.

Consent Agenda - Motion by Szukhent, seconded by Gault, to approve City Council Minutes (March 10, 2008 Regular Meeting), and March 24, 2008 Council Bills List.

PUBLIC HEARINGS:

 

Canoe Launch – Resolution in Support of Grant Application – The Walleye Committee has been raising funds in an attempt to construct a canoe launch in Riverview Park.  The total cost of the project is expected to reach $77,000.00, which includes $65,000.00 in construction costs, and $12,000.00 in engineering costs.  The grant request is $57,750.00, with a $19,250.00 local match.

 

            Mr. Lou Fleury, Rowe Incorporated, presented two concept plans for consideration.

 

The Mayor opened the public hearing to the audience.

 

Tom Staley, 3242 Fieldstone Drive – Mr. Staley stated he has lived in Flushing his whole life and thinks a canoe launch is a wonderful thing and is all for it.  He questioned as to whether it is strictly a canoe launch, or could it be a boat launch as well.  Mr. Fleury responded that, due to the depth of the water, you might have a difficult time getting a boat in there.  Mr. Staley also stated that he would favor a location closer to the DPW garage because of easier access.  Mr. Fleury responded that the bank is higher in that location and would probably be costlier.

 

Gary Westcott, 8235 W. Carpenter – Mr. Westcott questioned the sheeting location and if it would catch debris that came down the river in the spring.  Mr. Fleury responded that routine annual maintenance would be necessary.

 

Dan Fralick, 812 Thomas – Mr. Fralick said that he has been on the Walleye Committee for eight years, since its inception, and encouraged the City Council and community to stand behind and support this project.

Resolution in Support of Grant Application – Motion by Szukhent, seconded by Gault, to approve a Resolution of Application for the Flushing City Canoe Launch, for a total project cost of $77,000.00, and a local match of $19,250.00.

REPORTS:

 

Disposition of Real Estate - Motion by Bade, seconded by Gault, to adopt Resolution No. 08-0225-B, allowing the City of Flushing to accept sealed bids on 404 Elm Street in accordance with the conditions set forth in the Resolution.

            Motion Carried.

 

Delinquent Personal Property Tax Collection Contract – Motion by Bade, seconded by Salem, to approve the contract, as amended by the city attorney, between the Genesee County Board of Commissioners and the City of Flushing, for the collection, by the County Treasurer, of delinquent personal property taxes and buildings on leased land property taxes, and to authorize the Mayor and Clerk/Treasurer to sign said contract.

Main Street Bank Stabilization – Motion by Gault, seconded by Bade, to approve the requested change order, as submitted by Oak Construction Corporation, and approved by the city engineer, in the amount of $17,800.00.

ORDINANCES:

 

Sign Ordinance Amendment – Motion by Kozan, seconded by Gault, to move to second reading and adoption of amendments to Ordinance Chapter 156, Sections 156.03, 156.05, and 156.06, which will allow for permanent and temporary digital signs to be placed on properties, as well as standards for illumination and placement.
