A Regular Meeting of the Flushing City Council was called to order on Monday, June 9, 2008 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

COMMUNICATIONS:

 

Flushing Summer Fest – Motion by Szukhent, seconded by Gault, to approve the Flushing Area Chamber of Commerce request to hold the Flushing Summer Fest in Riverview Park June 11-15, 2008.

REPORTS:

 

Lease Agreement Extension – Flushing Area Senior Center - Motion by Bade, seconded by Szukhent, to extend the lease agreement with the Flushing Area Senior Citizens Incorporated for the facility located at 106 Elm Street, Flushing, Michigan.

Summer Meeting Schedule – Motion by Gault, seconded by Kozan, to adopt a summer meeting schedule of Monday, July 14, 2008 and Monday, August 11, 2008.

2007-2008 Budget Adjustments – Motion by Szukhent, seconded by Gault, to approve the 2007-2008 Budget Adjustments, as presented by the Clerk/Treasurer.

            Motion Carried.

 

Capital Improvement ProgramThe following changes to the previously adopted Capital Improvement Plan were discussed at a Joint Meeting with the Planning Commission, Zoning Board of Appeals and Parks and Recreation Committee:

 

Transportation

 

-           The request to complete a downtown traffic study, as well as a traffic light installation at McKinley and Main, have been eliminated. 

           

-           The McKinley Street pedestrian bridge was assigned a high-priority and immediate timeframe designation.

 

-           A bridge was requested to be installed traversing the Flint River from the Henry Street apartment complex to the Bueche parking lot.

 

Recreation

 

-           A pavilion roof and lighting over the ice rink, with benches, was designated a low-priority and a medium timeframe.

 

-           The development of Somerset Park was designated a low-priority and low timeframe.

 

-           A new recreational facility, converting the DPW garage into a community center/recreational facility, was designated a high-priority and an immediate timeframe.

 

-           Two (2) trail links, east of the water tower, were added and designated as high-priority and an immediate timeframe.

 

Aesthetics and Image

 

-           The item to provide a buffer between the downtown and Riverview Park was re-designated as a low-priority and a low timeframe.

Building and Infrastructure

 

-           Re-striping the downtown parking lots were designated high-priority, with an immediate timeframe.

 

-           A new ramp for the River Walk was added, for access from the river walk to Main Street, and was to be designed with handicap accessibility.  The priority was designated as high and the timeframe was designated as medium.

 

Capital Improvement Program – Motion by Szukhent, seconded by Salem, to approve the revised Capital Improvements Plan, as modified.

City Manager Review – Motion by Szukhent, seconded by Gault, to approve a 2% salary increase and an increase in car allowance from $300.00 to $400.00 per month for City Manager Dennis Bow, effective July 1, 2008.

            Nay:     Bade

            Motion Carried.

 

Michigan Municipal League 2008 Convention – Motion by Gault, seconded by Bade, to approve Council requests to attend the 2008 Michigan Municipal League Conference on Mackinac Island, October 1-4, 2008.

            Nay:     None

            Motion Carried.

 

BID/AWARD PURCHASES:

 

2008 Sidewalk Bids – Motion by Szukhent, seconded by Gault, to award the 2008 sidewalk bid to Donaldson & Sons, Inc., Flushing, Michigan, in the amount of $4.99 for 4” remove and replace; $5.50 for 6” remove and replace; $3.90 for 4” new; $4.55 for 6” new; and $20.00/linear foot for curb cuts.

Purchase of Real Estate – Motion by Szukhent, seconded by Bade, that, pursuant to the Open Meetings Act compiled laws 15.268(d), to go into closed session to consider the purchase or lease of real property, or the option to purchase or lease real property.
