A Regular Meeting of the Flushing City Council was called to order on Monday, October 13, 2008 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Excused Absence – Motion by Szukhent, seconded by Gault, to excuse the absence of Councilperson Bade.

Approval of Agenda - Motion by Szukhent, seconded by Salem, to approve the October 13, 2008 agenda.

PRESENTATIONS:

 

David Lewicki, Parks and Recreation Committee – presented an informational video regarding the Movies in the Park program and State of Michigan Proclamation.

 

Employee Recognition – City Council presented Marlene Stone with a clock, commemorating her retirement after twenty (20) years of service to the city.

Consent Agenda - Motion by Szukhent, seconded by Gault, to approve City Council Minutes (September 8, 2008 Regular Meeting), City Council Minutes (September 8, 2008 Closed Session), and October 13, 2008 Council Bills List.

COMMUNICATIONS:

 

American Cancer Society – Motion by Gault, seconded by Szukhent, to approve the request from the American Cancer Society to use Riverview Park for the 9th Annual Flushing Relay for Life, June 19 and 20, 2009.

            Motion Carried.

 

Pumpkin Path Walk – Motion by Szukhent, seconded by Gault, to approve the Parks and Recreation Committee’s request to hold the 4th Annual “Pumpkin Path Walk” on October 18, 2008, from 3:00 to 7:00 p.m.

 

            Yea:     Brock, Gault, Kozan, Salem, Szukhent, Gensel

            Nay:     None

            Motion Carried.

 

REPORTS:

 

Stormwater Management Contract, Amendment II - Motion by Szukhent, seconded by Gault, to approve a resolution approving a second amendment to the Genesee County Phase II Regulations Stormwater Management System Contract.

            Motion Carried.

 

Michigan Municipal League Convention – Mayor Gensel and the city manager reported on the Michigan Municipal League Convention held on Mackinac Island, October 1-4, 2008.

 

Drinking Water Revolving Fund (DWRF) – The city manager provided an update of the Drinking Water Revolving Fund (DWRF) project, slated to begin April 1, 2009.

Identity Theft Prevention Policy – Motion by Szukhent, seconded by Salem, to approve an Identity Theft Prevention Policy, in compliance with Part 681 of Title 16 of the Code of Federal Regulations, implementing Sections 114 and 315 of the Fair and Accurate Credit Transactions Act (FACTA) of 2003.
