A Regular Meeting of the Flushing City Council was called to order on Monday, March 9, 2009 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

Approval of Agenda - Motion by Szukhent, seconded by Bade, to approve the March 9, 2009 agenda.

MEETING OPEN TO THE PUBLIC:

 

            Elva Cook, 1459 Flushing Road, addressed City Council.    

 

Consent Agenda - Motion by Szukhent, seconded by Salem, to approve City Council Minutes (February 23, 2009 Regular Meeting), and March 9, 2009 Council Bills List.

COMMUNICATIONS:

 

Flushing Lions Club – White Cane Drive – Motion by Bade, seconded by Gault, to approve the Flushing Lions Club request to hold their White Cane Drive on May 1-2, 2009.

REPORTS:

 

Stimulus Projects Update – The City Manager and State Representative Richard Hammel reported on stimulus funds and projects the city is contemplating.  The city has made application for funds to resurface Coutant Street and Terrace Drive.  Other projects considered are sewer plant updates and a fiber link and media education project with Flushing Community Schools.

 

Michigan Municipal League Capital Conference – The Mayor, City Manager, and Councilpersons Szukhent and Salem reported on the Michigan Municipal  League Capital Conference sessions they attended.

 

BID/AWARD PURCHASES:

 

Storm Sewer Repair/Drinking Water Revolving Fund (DWRF) – Motion by Gault, seconded by Bade, to approve the proposal from Diponio Contracting for the installation of a new 18” storm sewer along Circle Drive during the construction of the Flushing DWRF project, at a cost not to exceed $21,640.00.

            Motion Carried.

 

Design Engineering – Terrace Street – Motion by Bade, seconded by Gault, to approve the design engineering fee of $21,520.00 in anticipation of funding being provided for the repaving of Terrace Street through the American Recovery and Reinvestment Act.

            Motion Carried.

 

Closed Session – Motion by Szukhent, seconded by Bade, to go into closed session under the Open Meetings Act compiled laws 15.268(c), to consider negotiations on a collective bargaining agreement.

            Nay:     None

            Motion Carried.
