A Regular Meeting of the Flushing City Council was called to order on Monday, April 27, 2009 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

G.F.W.C. Flushing Women’s Club – Request to Hold the 43rd Art in the Park – Motion by Salem, seconded by Bade, to approve the request by the G.F.W.C. Flushing Women’s Club to hold the 43rd Art in the Park in Riverview Park on June 6, 2009.

Flushing Area Chamber of Commerce – Request to Hold the Flushing Summer Fest in Riverview Park - The Flushing Area Chamber of Commerce has requested the use of Riverview Park for the annual summer festival from June 10, 2009 to June 14, 2009. The agenda for this year should duplicate that of past years with sidewalk sales on Friday and Saturday and Bandshell activities from Thursday through Sunday.
As in past years, administration recommends approval of this request subject to the coordination of the event with the Police Department, the Department of Public-Works, and the City Manager.
Last year, a discussion of costs for each event was held regarding the charges that the city incurs as a result of the events in Riverview Park. Electrical costs were tallied during the year and were found to be insignificant for most of the events. The most significant charges for electrical use were incurred by the Relay for Life event, as many people were using electricity for campers.
Charges incurred for Police and DPW overtime were significant for the Summer Fest and the Candlewalk. The city paid in excess of $6,700.00 for the Summer Fest alone, of which, over $6,000.00 was for the police coverage.
Due to the pending revenue shortfall that is expected this year for the General Fund, a cost reimbursement policy is recommended to be established for fundraising events that place a burden on the General Fund in excess of $2,000.00 per event. The cost reimbursement policy recommended would require individuals and entities to reimburse the city up to one-half (1/2) of costs incurred for overtime payroll in excess of $2,000.00 per event. This would not include the Candlewalk, as that is not primarily designed as a fundraising effort.

Educational Access Channel Agreement Between the City of Flushing and Flushing Community Schools – Pursuant to the 2004 Cable Television Franchise Agreement with Comcast, the City of Flushing and Flushing Community Schools may enter into an Interlocal Agreement to develop public/education/government (PEG) programming using PEG fees that were incorporated in the franchise agreement.
A contract for PEG channel educational access would allow the schools to set up a media center, and give the schools the responsibility to operate the cable channel for the benefit of the residents of the city. The schools would agree to operate this channel in accordance with the terms of the agreement, and policies that are jointly implemented. The schools acknowledge that the city may require the cable channel to be shared with public access channels, or educational channels, or with a government channel. The schools will do this, as directed by the city. If the city and schools agree to provide live, or videotaped coverage, it will be done at no cost to the city. All appropriate records and files, regarding program planning and history of operation, will be maintained by the schools for a period of at least three (3) years. The schools shall provide and pay for all expenses of the operation, including employees, materials and services. The city will provide PEG fees for the purchase of equipment. This agreement will be in effect for one (1) year, and shall automatically renew for successive one (1) year terms, unless either party gives sixty (60) days notice of termination prior to the annual anniversary date of this agreement.

approve an Assessor’s Contract with Janet Walling, to provide assessing
services to the city in the amount of $1,916.00 per month.

Budget Public Hearing – Motion by Gault, seconded by Kozan, to set

p.m. for the 2009-2010 proposed budget.

PURCHASES:
Storage Building Re-Roofing – Motion by Salem, seconded by Brock, to award the bid for re-roofing the storage building on Industrial Drive to JB Installed Sales, Flint, Michigan, in the amount of $7,840.00 plus $.90 per square foot to replace wood sheeting, as needed, subject to their providing an Insurance Certificate naming the City of Flushing as an additional insured.
