A Regular Meeting of the Flushing City Council was called to order on Monday, August 10, 2009 at 7:30 p.m. by Mayor Janice L. Gensel, followed by the Pledge of Allegiance to the Flag and invocation.

PUBLIC HEARING:

 

2009 Water Rates – In accordance with the City of Flushing Water Ordinance Section 53.60, Water charges, water charges shall be set by Resolution of the Flushing City Council after a public hearing has been concluded.  Accordingly, in July 2009, city administration was notified of a pending water rate increase that will become effective as of September 2, 2009.  That notice indicated that the City of Detroit would be raising rates through the City of Flint contract and through the Genesee County contract in the amount of 9.5%.

 

In May 2000, the City of Flushing modified its user charge system for water rates by breaking down the fixed costs of our system and the variable costs associated with water purchases.  The variable cost increase that is being charged by the City of Detroit, the City of Flint and Genesee County, cannot be absorbed by the city’s current rate structure.  The rate structure for variable charges was set at $4.93 per thousand gallons in September of 2008.  That charge will need to be adjusted, as the result of the proposed changes.  The variable charge is proposed to be increased from $4.93 per thousand to $5.40 per thousand. 

 

No allowance for capital improvements or re-payment of the debt owed to the general fund is included in this rate. 

 

The Mayor opened the public hearing to the audience.

 

Elva Cook, 1459 Flushing Road, spoke in opposition to the water rate increase.

State of Michigan Liquor Control Commission – On Premise License KATRON LTD – Motion by Bade, seconded by Kozan, to adopt a resolution approving a request for new outdoor service to be held in conjunction with a Class C licensed business located at 126 E. Main Street, Flushing, Michigan 48433.  The approval is only for the outside area as approved by City Council.

Main Street.

Personnel Manual/Vacation Hours – Motion by Gault, seconded by Bade, to modify the number of vacation days allowed for non-union personnel to coincide with the following schedule:  20 years of employment – 22 days of vacation; 23 years of employment – 23 days of vacation; 25 years of employment – 25 days of vacation.

Designation of Flood Hazard Areas and Enforcing Agency – Motion by Kozan, seconded by Gault, to move to first reading Ordinance No. 159, an ordinance to provide for the designation of responsibilities in connection with enforcing the provisions of the State Construction Code, as it applies to regulation of flood hazard areas, as well as adopting, by reference, the Federal Emergency Management Agency (FEMA) Flood Insurance Study (FIS) effective September 25, 2009, and the Flood Insurance Rate Maps (FIRMS).
