A Regular Meeting of the Flushing City Council was called to order on Monday, November 9, 2009 at 7:30 p.m. by Mayor George G. Kozan, followed by the Pledge of Allegiance to the Flag and invocation.

Oaths of Office – The City Clerk/Treasurer administered the oath of office to George G. Kozan, Mayor, and Councilpersons Karianne M. Martus, Teresa K. Salem, and Richard Bade.

 

Election of Mayor Pro-Tem – Motion by Bade, seconded by Salem, to elect Michael T. Szukhent as Mayor Pro-Tem.

Council Rules – Motion by Bade, seconded by Brock, to defer amendments to City Council Rules until after the Council Rules Committee meets.

Resolution in Support of a Law Enforcement Plan Subject to the Provisions of Public Acts 416 of 1978 and 313 of 1982 – Motion by Bade, seconded by Gault, to approve Resolution No. 09-1109, a resolution in support of a law enforcement plan subject to the provisions of Public Acts 416 of 1978 and 313 of 1982.

 

            Under Public Act 416 of 1978 and Act 313 of 1982, a written law enforcement plan must exist between the office of county sheriffs and local police departments in order to establish mutual aid between the agencies.  Funding for services through secondary road patrol and for traffic accident prevention programs can be obtained if the law enforcement plan is approved. 

 

Whenever unusual conditions exist, which require increased law enforcement services in the City of Flushing, the city may request additional resources based on the needs of the situation.  This agreement does not serve as a contract, but is understood to be a commitment from the sheriff to assist our police agency whenever requested.

In-Car Video Camera Purchase – Motion by Szukhent, seconded by Brock, to approve the purchase of in-car video cameras from Blumerich Communications in accordance with their submitted bid for a total cost of $27,382.64.

Sale of 2004 Ford Crown Victoria and 1998 Chevrolet Truck – Motion by Bade, seconded by Brock, to authorize administration to use the Ebay internet site for purposes of selling a 2004 Ford Crown Victoria and a 1998 Chevrolet one-ton truck with dump body and plow, and set a minimum reserve price of $1,000.00 and $1,500.00 respectively.

ORDINANCES:

 

Water Ordinance Amendment/Backflow Prevention – Motion by Szukhent, seconded by Bade, to move to second reading and adoption an amendment to Ordinance Section 53.30, by adding a new Section 53.36, which regulates backflow prevention assemblies, in accordance with Michigan Department of Environmental Quality requirements.

Amendment to Chapter 111 – Alcoholic Beverages – Motion by Szukhent, seconded by Gault, to move to first reading an ordinance amendment to repeal Section 111.01(a) and (5), to create a new Section 111.01(a)(5) to comply with current statutes.
