A Regular Meeting of the Flushing City Council was called to order on Monday, January 11, 2010 at 7:30 p.m. by Mayor George G. Kozan, followed by the Pledge of Allegiance to the Flag and invocation.

Fire Chief - The City Manager introduced the new Fire Chief, James Michael, to the Council and audience.
Presentation – American Legion Post 283 – Members of American Legion Post 283 presented the Mayor and Council with a photograph, taken on Veterans’ Day, of American Legion Post 283 presenting the city with a new flag.

REPORTS:
Rental Policy – VFW Hall – With the pending acquisition of 606 N. McKinley Rd. (VFW Post), administration recommended the adoption of a rental policy for use of this facility by city residents and businesses.
This policy is intended to establish guidelines for scheduling and rules for use of the building and parking lot. The provisions include the recognition of the areas to be included in a lease, as well as designating responsibility to the persons in charge of property maintenance, leasing schedules, fees and Rules of Usage.
Although the policy was developed in a format that is similar to the Riverview Park policy, several new provisions are included that are necessary to address liability issues and events that are unique to an enclosed area. Primarily, the policy deals with building space that is not open to the general public. In addition, the policy is silent with respect to the use of alcohol on the property.
These differences are handled through an approach, which places the responsibility on an applicant to recognize the condition of the building as identified in a written report, as an appropriate facility for their intended use. Based upon language requiring legal review of the lease, additional conditions may be added to the lease if local ordinances or state laws would affect the applicant’s intended use. To this end, administration has some discretion over the conditions that may be imposed, in order to insure a degree of public safety, as the uses of the building will vary.

Resolution Approving Transportation Improvement Projects – Motion by Brock, seconded by Szukhent, to approve Resolution 2010-0111, a resolution approving dedicated funding for Transportation Projects for the resurfacing of Coutant Street from Chestnut Street to Elms Road, Seymour Road from the northern city limits to the southern city limits.
